SUBJECT: 21st Street at Mt. Vernon Avenue -- Request for Traffic
Signal

This matter was reviewed by the Traffic Safety Committee several
times during the last 2 years. The Committee recommended signing
improvements, as well as signalization.
Although the Committee recommended that the intersection be
signalized, this improvement was not given high priority due to
the nature of the accidents and the relatively low traffic
volumes. At the time of the recommendation, volume warrants were
barely met, and accidents were mainly of the "Ran-off-Road" type.
These type of accidents are not considered corectable by a
traffic signal.
A recent evaluation of the accident history revealed that the
intersection still does not meet warrants for a traffic signal
based on accident history. Additionally, "Ran-off Road" type
accidents have decreased. This is attributed to improvements in
signing and striping.
The intersection narrowly met traffic signal volume warrants the
last time it was reviewed. Although the intersection has not
been counted recently, there is no reason to believe that traffic
volumes have decreased to the point where the intersection no
longer meets volume warrants.
