STAFF REPORT
The California Oil Recycling Enhancement Act provides funding to local governments for
specified activities to discourage the illegal disposal of used lubricating oil. The California
Integrated Waste Management Board (CIWMB) administers the program which is funded by a
$0.04 surcharge on all quarts of oil sold, transferred, or imported into California. Part of this
program includes registering organizations with used oil curbside collection programs.
Registration allows an organization to recoup some of the costs of operating a used oil curbside
collection program.
Registration of the Department of Public Services (Department) will allow the Department to
receive $0.16 for each gallon of used oil collected. Currently, the Department has established
11 certified used oil collection facilities, conducted a successful education campaign; and
retrofitted 26 of the existing Refuse Division's automated refuse vehicles with saddle tanks to
hold used oil collected from the public. The Department has also received a grant (UOG2-94-
130-36) for $136,468.00 to phase in the used oil curbside collection program. The General
Fund will not be affected if this registration is approved.
It is the goal of the City of San Bernardino, Department of Public Services to enhance and
expand its award winning used oil collection program; and continue to encourage and promote
the recycling and environmentally safe disposal of used oil.
Staff recommends adoption of the Resolution.
