CITY OF SAN BERI RDINO REQUEST 7 )R COUNCIL ACTION
STAFF REPORT
REQUEST FOR WAIVER OF FEES
IN THE AMOUNT OF $ 165 FOR
USE OF SECCOMBE LAKE PARK
AND PAVILION BY THE HEIGH
HO DAY CARE CENTER.
The Heigh Ho Day Care Center is a non-profit day care program for meeting needs of at-risk
children and families with low to moderate incomes. They receive funding and support through
Y.W.C.A., Catholic Charities and local government. They are planning a fund-raiser at
Seccombe Lake Park to raise monies to help offset some of the operation costs. The fee for use
of the facilities and equipment for this event is $ 165. They have requested that the fees be
waived. (Please see the attached letter from Heigh Ho Director Audree Fischer.)
Resolution No. 91-35 allows the Mayor and Common Council to exempt non-profit corporations
and associations organized primarily for patriotic, civic betterment or charitable purposes from
the rates and fee schedules for use of parks and recreation facilities, services and equipment
under the condition that paying the fees would create a hardship and if the event is of unusual
benefit to the citizens of San Bernardino.
The Heigh Ho Day Care Center provides a vital service to the community. The planned event
will provide a positive program for raising funds to support their program operations.
Therefore, they do meet the qualification for having the fees for the use of facilities and
equipment waived in the interest of providing positive benefit to citizens of our community.

Waiver of fee
Dear Annie,
This letter is a request to waiver the fees for the use of the covered patio
area next to our childcare center for the purposes of our family fundraiser
on March 31,1996(Sunday) from 12:noon to 4:30pm.
The Choir Boys Police/Law Enforcement Motorcycle Club is sponsoring this
activity with us to try to raise monies to keep our program servicinb our
at-risk children and our families with low to moderate incomes-From the recent
press and newspaper articles(see attached) you know our program has very
limited funds and we can't afford to pay the lease fee to use the covered
patio area just next to our site.We would like to request because we are a
non-profit daycare, and this is for a special fundraising cause, that these
fees be waived.
We do plan to have the San Bernardino Police help us with security measures
and their sponsoring agency with the help of other community agencies will
also help us to provide some drinks and snacks along with live music. We will
need the use of the electricity outlet for the live music in or around the
palladium.
The area will be supervised and protected and cleaned properly under the
direction of the Choir Boys(sponoring agency) and this can be verified with
gan Bernardino Police Detective Brian Smith who is Vice-President of the
Choir Boys.
We plan to have face-painting,children's games,a children's dance contest and
other family oriented activites from approx. 12:30pm to 4:30pm on March 31st.
The daycare center and most of it's staff will also be there to direct the
families and children. We will,as stated, provide drinks and snacks and candy.
Because the park is right at the daycare location,we will ofcourse ensure that
all measures are taken to see tc the cleanliness and orderliness and security
of the area we use and keep it contained for our guests.bBecause the sponsori
agency is all active local police officers, this event should be a wonderful
fundraiser and help our center continue to provide affordable chilcare to
our families and children.
With this data, we request the fees be waived for our event.
