Background:
As part of the on-going review of the Community Development Department, the Director
has been reviewing its processes, procedures and organization. On December 7, 2015,
L the Mayor and Common Council approved a realignment of divisions within the
Department and the addition of an Associate Planner position. The Community
Development Director is requesting an update to the minimum qualifications for two
planning positions.
Analysis:
The Assistant Planner/Associate Planner (Flex) and the Associate Planner positions are
entry level and mid-level positions within the Planning Division. Both positions require a
four-year college degree in urban planning or related field. The clear intent of the flex
position is to allow an Assistant Planner to move into the higher-level position of
Associate Planner based upon meeting minimum qualifications and demonstrated
proficiency. It should be noted, however, that in order for the Assistant Planner to "flex
into the higher Associate Planner position, there must be a budgeted position as part of
the approved budget.
Currently, the minimum qualifications for an Associate Planner position is four years of
planning experience preferably within the public sector. In order to promote current staff
and in recognition of the unique work environment of San Bernardino, the Community
Development Director is seeking to amend the minimum qualifications to require four
years of experience or two years of experience as an Assistant Planner with the City of
San Bernardino. Due to a very small staff and the fast pace of activity, a planner in the

YAW** City of San Bernardino learns more and works harder than counterparts in other
agencies. From a work experience standpoint, the Director believes a year in San
Bernardino should be weighted more heavily than a year with another agency.
Attached are redline versions of the suggested changes to the minimum qualifications.
Any changes made must be made to the job descriptions of both the Assistant
Planner/Associate Planner (Flex) and the Associate Planner concurrently. Due to the
fact the Associate Planner position is the full professional,journey-level class in the planning
class series a (Flex) designation to Assistant Planner in the entry-level class is unnecessary.
Accordingly, the class specification for Associate Planner is amended to remove the
Assistant Planner(Flex) designation.
