Michael Okeson will fill the currently vacant position of Fire Engineer. This vacancy 0
resulted due to attrition within the Fire Department. In order to ensure that emergency
operations are adequately staffed and station fire apparatus are cleaned and properly E
maintained,it is critical that this position be filled.

Mr. Okeson began his career with San Bernardino City Fire in February 2007 as a
Firefighter in November 2004. He later promoted to Paramedic/Firefighter in April 2009.
Mr. Okeson is the next top candidate for this position having successfully completed a
competive testing process, involving a written, oral and tactical exercise. Step 5 is the
logical step for this promotion as Mr. Okeson's time with the Fire Department that has
already placed him at the top of his current pay scale which exceeds all steps of the
Engineer pay scale as well.

Police Dispatcher II Angela Guardado Saenz has requested a voluntary demotion to the position
of Community Service Officer II. Ms. Guardado Saenz previously held the position of a
Community Service Officer II and successfully completed the probationary period for that
classification. The Police Department currently has two Community Service Officer II position
vacancies. Ms. Saenz performed the job of a Community Service Officer II well and is
recommended to return to that position once again.

Justification/Reason for Request
This position is critical to the department in that it performs a variety of complex,
a
responsible, and highly sensitive accounting functions for the City. Since being vacated
in September, 2015, the Finance Department has felt a critical need to fill this position
as such action will help alleviate current workload. a
After carrying out the recruitment process in search for a suitable fit, Mayra Aldaco was
deemed the most qualified for the department's current needs. She exhibited self-
confidence, motivation, and understanding of the accounting functions needed to be
successful in this capacity.
Mayra possesses the knowledge required to be effective and efficient and will therefore,
be an asset to the Finance Department and to the City.
