Bankruptcy/Strategic Planning Update--Management Partners Deputy City Manager Bill Manis announced that the City's FY 2012/13 single audit had been completed, would be sent to the State EDD team, and would be uploaded to the Federal Clearing House site. He stated that the FY 2013/2014 and FY 2014/2015 single audits and the full financial audits were being handled by a new company called The Pun Group. Mr. Manis reported that the FY 2013/2014 single audit had been completed and Mayor and Common Council of the City of San Bernardino Page 2 'PacketPg 55 5.C.a Joint Regular Meeting Minutes January 4, 2016 would be uploaded to the Federal Clearing House site by the end of the week, and the FY 2014/2015 single audit was targeted to be completed by March 31, 2016. Mr. Manis indicated that the Pun Group had started the full financial audits for both years and was scheduled to have those done by June of this year. He added that Deputy City Manager Nita McKay would be providing the Council with weekly updates regarding the City's audit status. Mr. Manis also announced that on December 31, 2015 staff received a letter from the State Department of Finance that they had approved the City's Long Range Property co Management Plan. N �v 4B. Public Comments on Items Not on the Agenda w w Robert Porter, San Bernardino, provided updates on the "I Love San Bernardino" Q Facebook group and his Paleo Days Fossil Museum. Vincent Kutch, Retired San Bernardino Police Officer, provided a history and explanation of the benefits Pension and Retirement Services (PARS) provided to 23 retired San Bernardino police officers and the impact it would have on them if PARS was eliminated. Mayor and Common Council of the City of San Bernardino Page 4 Packet Pg.57 S.C.a Joint Regular Meeting Minutes January 4, 2016 John Montecino, Retired San Bernardino Police Officer, stated that being able to afford medical insurance was critical to his survival and that losing PARS would be devastating to him and his family. Jay Lindberg, San Bernardino, said he discovered a book entitled, "Visas for Al Qaeda: CIA Handouts that Rocked the World," about a Foreign Service worker who worked in the Visa Department in Saudi Arabia. He stated that the departments were corrupt and the oversight for applicants was run by Saudi intelligence and law enforcement. T Peggi Hazlett, San Bernardino, stated that a proposed variance to erect a 26-foot N retaining wall near her home was approved by the Planning Commission in 2009. An appeal was filed and the City Council agreed to remove the variance from the Tentative Tract Map and approve an 8-foot retaining wall. Recently, the Tentative Tract Map went L back to the Planning Commission for approval of a one-year extension, and Ms. Hazlett 0 stated that she was surprised to see that the language approved by the Council in 2009 a was not the language in the Conditions of Approval for that Tentative Tract Map. She c asked to speak to someone regarding this matter. w 0 Karmel Roe, San Bernardino, spoke about the City's violation of the Brown Act on December 15, 2015. She said Brown Act violations had allowed City officials to yoke a L City administrators with hefty retirement pensions and had allowed overpriced contracts Q to be awarded thereby leading to the downward spiral and eventual bankruptcy of the City. Ms. Roe stated that the people have a right to know how their business is being N conducted and how their money is being spent. She asked the City to stop the dismantling of the Fire Department and protest LAFCO, recall Fred Shorett, and kill the a� revision of the City Charter. i 7. He stated that there would also be a hearing on the Status Conference °. with regards to the meet and confer efforts in which the City was engaged with the Fire Union. He also announced that there would be a hearing regarding the City's Motion to s Modify the Existing Injunctive Order asking for the Court to lift the Injunction with respect to the annexation on March 2, 2016; a hearing regarding the Adequacy of the a Final Amended Disclosure Statement on March 9, 2016 at 1:30 p.m.; and a Status Conference with respect to the entire bankruptcy case at that time.
