STAFF REPORT
The Blast Soccer Club proposed to the City that they construct four (4) soccer fields on the
undeveloped portion of Al Guhin Park, and in return for their investment, they requested a long
term use permit. Several meetings were held with the Blast Soccer Club representatives and
representatives from the Offices of the Mayor, Council, City Administrator, Public Works and
Parks, Recreation and Community Services.
The Blast Soccer Club proposes to develop the fields which would be used as a "Home" for the
Club to conduct their activities. The site would be used for practice, to develop the various
teams in the league and to host various regional tournaments. The City would have use of the
fields at anytime that did not conflict with Soccer Club uses.
The Blast Soccer Club's initial construction proposal includes design plans, fine-grading,
installation of irrigation system, soil preparation and installation of turf. Any other
improvements such as lighting would also be at the Soccer Club's expense. The plans and all
work would be in accordance with City standards and would be inspected and approved as the
project progresses as are other such projects. The City will furnish the rough grading for the
fields with the work to be performed by the Public Services Division.
In addition to construction of the fields, the Blast Soccer Club has agreed to perform such
maintenance tasks as litter clean-up, fertilizing, reseeding and top dressing. The annual
maintenance costs for the Blast Soccer Club to maintain four (4) fields will be approximately
$ 6,528. The City will perform irrigation repairs, mowing and aeration of the fields. The cost
to the City for these services to maintain four (4) fields will be approximately $ 7,300 annually.
These costs will be absorbed in the Parks Maintenance Budget.
Development of these fields will be a positive project for the City as it will provide for the
further development of Al Guhin Park. These fields will provide another recreational dimension
at the facility that will be highly utilized and which will provide positive and family-oriented
activities. It is the recommendation of department staff that the resolution be adopted and that
this project move forward.

2. EACH OF THE UNDERSIGNED HEREBY AGREES TO INDEMNIFY
AND SAVE AND HOLD HARMLESS the releasees from any loss, liability, damage, or
cost he may incur due to the presence of the undersigned in or upon such area or in any way
observing, working, or for any purpose participating in the development of the premises and

whether causes by the negligence of the releasees or otherwise.
3. EACH OF THE UNDERSIGNED HEREBY ASSUMES FULL
RESPONSIBILITY FOR AND RISK OF BODILY INJURY, DEATH OR PROPERTY
DAMAGE due to the negligence of releasees or otherwise while in or upon such area and/or
while observing or working for or for any purpose participating in the development of the
premises.
4. EACH OF THE UNDERSIGNED expressly acknowledges and agrees that
the development of the premises involves risk of injury and/or death and/or property damage.
EACH OF THE UNDERSIGNED further expressly agrees that the foregoing release, waiver
and indemnity agreement is intended to be as broad and inclusive as is permitted by the law
of the state and that if any portion thereof is held invalid, it is agreed that the balance shall,
notwithstanding, continue in full legal force and effect.
5. EACH OF THE UNDERSIGNED HAS READ AND VOLUNTARILY
SIGNS THE RELEASE AND WAIVER OF LIABILITY AND INDEMNITY
AGREEMENT, and further agrees that no oral representations, statements or inducements

apart from the foregoing written agreement have been made.
NOTE: YOUR PARTICIPATION DOES NOT IN ANY WAY INCLUDE OR
GUARANTEE TO YOU ANY INSURANCE COVERAGE OF ANY KIND.
IF UNDER 18 YEARS OF AGE, NOTARIZED SIGNATURE OF PARENT OR
GUARDIAN IS REQUIRED UNLESS THE SIGNATURE OF SUCH PARENT OR
GUARDIAN IS WITNESSED BY A CITY EMPLOYEE OF THE PARKS,
RECREATION AND COMMUNITY SERVICES DEPARTMENT.
