These are funds which assist the department in offsetting some of the costs associated with staffng, utilities and repair costs for furnishing the facility. 75-0262 Aqenda Item No_ °2 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT REQUEST FOR WAIVER OF FEES IN THE AMOUNT OF $82.00 FOR USE OF SECCOMBE LAKE PARK AND PAVILION BY THE VOCATIONAL IMPROVEMENT PROGRAM, INC. The VOCATIONAL IMPROVEMENT PROGRAM, INC is a non-profit program which provides vocational training and placement services for the disabled and homeless. They receive funding and support through state and county government. They are planning an informational program at Seccombe Lake Park for "Mental Health Day". The fee for use of the facilities and equipment for this event is $82.00. They have requested that the fee be waived. (Please see the attached letter from Vocational Improvement Program, Inc.) Resolution No. 94-66 allows the Mayor and Common Council to exempt non-profit corporations and associations organized primarily for patriotic, civic betterment or charitable purposes from the rates and fee schedules for use of parks and recreation facilities, services and equipment under the condition that paying the fees would create a hardship and if the event is of unusual benefit to the citizens of San Bernardino. The Vocational Improvement Program, Inc. provides a vital service to the community. The planned event will provide a positive program for informing our community of the needs of and services for the disabled and homeless citizens of San Bernardino. Therefore, they do meet the qualification for having the fee for the use of facilities and equipment waived in the interest of providing positive benefit to citizens of our community. 2-26-96/jj I Voc. An explanation as to what V.I.P. provides and the Services that we offer to the Community is as follows. To Whom it may concern: I am writing on behalf of Vocational Improvement Program Inc. A private Non-Profit organization providing Vocational training and placement services for the Disabled. V.I.P. is a part of a Cooperative Agreement working within the Community of the Inland Empire. Currently we are working closely with Department of Mental Health Homeless Program, located at 590 N. Sierra Way in San Bernardino. Our Component is based on Individuals working with the Department of Rehabilitation, funding the Services to provide work skills and Placement Services to the Consumers of the Department of Mental Health. Every Year Mental Health is Recognized by a "Mental Health Day" where we will gather around in a structured environment to appreciate our Health as well as educate anyone involved in furthering their Health Prevention and On-going. We are asking to reserve the center Gazebo in the park for May 14, 1996. Some of the activities we will be having are small booths such as the Inland Aids Project, County Health Department and a small Christian Band, which will provide music. I have enclosed a pamphlet of V.I.P. as well as information in how we are involved with Department of Mental Health of San Bernardino. CLEANLINESS OF FACILITY AND CLEAN-UP DEPOSIT Applicant will provide for continuous clean-up during the event. Applicant will make arrangements with City Refuse Division for provision of trash bins and for the time the bins are to be emptied. Applicant agrees to provide person- nel to empty trash receptacles into the large trash bins prior to scheduled pick-up time by the Refuse Division. INSURANCE REQUIREMENTS Applicant shall procure and maintain in force during the term of this permit and any extension thereof, at its expense, public liability insurance in companies and through brokers approved by City, adequate to protect against liability for damage claims through public use of or arising out of acci- dents occurring in or around the premises, in a minimum amount of $1, 000, 000. The City shall be named as additional insured in the policy. The Applicant's insurance will be primary to any coverage the City of San Bernardino may have in effect. Such insurance policies shall provide coverage for City's contingent liability on such claims or losses resulting from activities of the permit. An appropriate certificate of insurance shall be furnished to the Director of Parks, Recreation and Community Services. Failure to -3- provide insurance as stated herein will be cause for immediate termination of this permit.
