CITY OF SAN BERNA RDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
The California Oil Recycling Enhancement Act provides funding, through Opportunity and Block
grants, to local governments for specified activities that discourage the illegal disposal of used
lubricating oil. The California Integrated Waste Management Board (Board) administers the
program which is funded by a $.04 surcharge on all quarts of oil sold, transferred, or imported
into California.
Currently, the City of San Bernardino has eleven certified used oil collection centers operated
by several auto related businesses. The City was able to assist in the establishment of these
eleven centers with funds provided by a previous Used Oil Recycling Block Grant (UBG2-93-
442-36). In addition, under the same grant an educational program consisting of a poster and
writing contest for the San Bernardino Unified School District was successfully conducted. Over
3900 students were educated about the proper management and disposal of used oil. In grant
cycle 1994-1995, the City received a Used Oil Opportunity Grant (U092--94-130-36) in the
amount of$136,468.00; to continue enhancing, promoting, and encouraging the proper disposal
of used motor oil within the City.
The 1996/97 Used Oil Recycling Block Grant application, if approved, will provide $57,000 to
enhance the City's current used oil collection and recycling program. Specific projects within
this grant application include the purchase of one dedicated used oil collection vehicle, and the
purchase of oil containment tanks to be mounted on existing vehicles owned by the City.
The General Fund will not be affected if this grant is approved. No matching funds were
required under this grant application. Staff recommends that Council approve submission of this
application for grant funds from the California Local Government Use Oil Recycling Block
Grant Program and adopt the attached resolution.
