STAFF REPORT
PROBLEM
The San Bernardino Police Department is authorized to access the
National Law Enforcement Telecommunications System (NLETS) and the
California Law Enforcement Telecommunications System (CLETS)
through the County of San Bernardino' s message switch. The County
of San Bernardino, which is charged with the responsibility for
providing access to these systems for all law enforcement agencies
in the County of San Bernardino, has submitted the attached
contract indicating terms and conditions for access including
charges for equipment and network administrative fees at $608 . 18
per month, totaling $7, 298 . 16 for FY 95/96 .
RECOMMENDATION
Adopt the resolution authorizing execution of the NLETS/CLETS
contract .
FINDINGS
Access to NLETS and CLETS is essential to obtain criminal offender
records and other criminal justice information records from
national and state computer systems, including data files such as
the FBI, NCIC, DMV and Stolen Vehicle Systems . This contract
ensures continued access through FY 95/96 .
This will be the second contract between the City of San Bernardino
and the County of San Bernardino for NLETS and CLETS service fees .
The first contract was executed 10/22/93 and the City paid fees
totaling $9, 689 . 04 for FY 93/94 . No contract was initiated or
proposed in FY 94/95 .
The attached contract represents fees for equipment and expected
transaction use for FY 95/96 . As with other municipalities, our
fees are based on a prorated system of expected use, calculated
from 1994 data.
