08-07-95 -- Authorization to Proceed was given to initiate proceedings for the
formation of an acquisition assessment district for the construction
of New Pine Avenue.
10-16-95 -- Reimbursement Agreement, Resolution of Intention and other various
were approved relative to the formation of an Acquisition Assessment
District and Tract No. 15642 was approved.
11-06-95 -- Resolution No. 95-374 adopted authorizing execution of Acquisition/Financing
agreement was approved.
Recommended motion:
That the Public Meeting relative to the proposed assessments under Assessment District
No. 1015 for the acquisition improvements of New Pine Avenue, between Kendall Drive
and Irvington Avenue, be closed and protests, if any, be carried over to the Public
Hearing on December 18, 1995.

STAFF REPORT
The Joint Development Agreement, by and between CFB Investments, Redevelopment
Agency and City of San Bernardino, was approved on 03-20-90 relative to the
development of property located on the North side of Kendall Drive, West of Pine
Avenue. The addenda to this agreement evidence a major change in the nature of
the project from the originally approved 318 multi-family units to 42 single
family units, pursuant to Tentative Tract No. 15642, approved by the Planning
Commission on 05-16-95. The EDA and City agreed to undertake certain actions to
facilitate development of the 42 single family units. One action was to provide
CFB with financial assistance for the cost of the new Pine Avenue infrastructure,
not to exceed the amount of $1, 133,033.
Authorization was given to initiate the formation of the assessment district, and
the selection of Brown,Diven and Hentschke as Legal Consultant and GIB -
Friedrich and Associates for Assessment Engineer were also confirmed at the
Council Meeting of 8-7-95.
The funding source approved for the construction costs are through a combination
of a loan from EDA (approximately 46%) , the Sewer Line Construction Fund (245)
(approximately 27%) and the Sewer Line Maintenance Fund (132) (approximately 27%) .
On 10-16-95, various resolution were approved, including approval of a
Reimbursement Agreement, Resolution of Intention, Approval of the Preliminary
Engineer's Report and District Boundary Map, and Resolution setting a Public
Meeting and Public Hearing relative to the imposition of assessments.
All property owners within the proposed assessment liable to be assessed were
given mailed notice of the Public Meeting and Public Hearing. The purpose of the
Meeting and Hearing is to give property owners an opportunity to ask questions
and make comments regarding the proposed assessments.
The total proposed assessment for each parcel within the district is attached.
We recommend that the Public Meeting be closed and protests, if any, be carried
over to the Public Hearing on December 18, 1995.
