Finance• :)uncilNotes: _ The total M & 0 Budget for the C.I .D. is $81 ,600 The City and County split the M & 0 costs 50-50 thus the city' s cost is $40,800 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT A LEASE CONTRACT FOR THE CENTER FOR INDIVIDUALS WITH DISABILITIES BETWEEN THE CITY OF SAWN BERNARDINO, THE COUNTY OF SAN BERNARDINO AND THE AUTHORITY FOR THE HANDICAPPED AND TERINIINATING ALL PREVIOUS LEASE AGREEMENTS. This lease agreement replaces four (4) previous agreements for lease and maintenance of the Center for Individuals with Disabilities (C.I.D.). The City and County cooperated together to build the C.I.D. and opened it in 1979 with the City being responsible for operation and maintenance and the County paying for space they utilized. The property on which the building was constructed is City of San Bernardino Unified School District property. Their part was to furnish the land and their continuing part is to maintain the grounds including all landscaping and irrigation system repairs. During the ensuing years of operation of the C.I.D., the buildings have been expanded and the space requirements for both the City and County have changed. The building expansions necessitated the new agreement. This new agreement calls for a 50-50 split of all operations and maintenance costs for the buildings. The school district will continue to maintain the grounds and the City and County will continue their programs with the City being the lead agency for the Center operations and programming. Currently, the C.I.D. has a maintenance and operating budget of $81,600 which will be split with the County resulting in a cost to this Department of$40,800. In addition, the C.I.D. staff is supported by grant funding through the County C.D.B.G. and by fund raising, such as the Annual Harvest Festival. i The new agreement has been written for a period of five (5) years beginning July 1, 1995 and ending on June 30, 2000- It has been approved by the County Board of Supervisors and it is recommended by this Department staff that the Agreement be approved by the Mayor and Common Council. Justification for Placement on the Supplemental Agenda- The Agreement has just been received from County and must be signed by the Joint Powers Authority (JPA) which is made up of City, County and School District representatives. The JPA meets on November 17, 1995, thus the Agreement needs to be available for that meeting. Therefore, the Resolution and Agreement need to be approved at the November 6, 1995 meeting.
