Recommended motion:
That the request for the Base line Area Business Association to
affix street banners to the street light standards on Base Line
Street, from "H" Street to Waterman Avenue, and on "E" Street, from
9th Street to 13th Street, be approved in concept; and the City
Attorney directed to prepare a standard form License Agreement to
authorize encroachment of these private facilities within the
street right-of-way.

STAFF REPORT
As a part of the improvements to the street lighting,
streetscape and facade of the businesses along Base Line Street,
the Baseline Area Business Association has requested authoriza-
tion to affix banners on the street light standards, similar to
those in the Main Street area.
The proposal is to install 24-inch wide by 30-inch high
banners with the words "BASELINE AREA BUSINESS ASSOCIATION"
across the top, the arrowhead logo and the word, "Welcome" across
the bottom of the street light standards along Base Line Street
from "H" Street to Waterman Avenue, and along "E" Street, from
9th Street to 13th Street. This proposal is for a one year
demonstration period.
The banners will be installed and maintained by the Area
Business Association to promote the business district. The
Association will install , maintain and replace the banners on an
"as needed" basis and at their sole cost.
We have reviewed the proposed method of affixing the
banners to the street light standards, and have determined that
it is acceptable. Also, that affixing these banners to the
street light standards will not adversely affect the public ' s use
of the street right-of-way.
An administrative fee of $500 . 00 is required to cover the
costs incurred by the City.
We recommend that the request be approved in concept, and
the City Attorney directed to prepare the necessary License
Agreement.
A replica of the proposed banner is attached for your
reference.
