STAFF REPORT
On October 4 , 1995, the Ways and Means Committee recommended the
allocation of $1, 000 in direct funding to the Leadership San
Bernardino Committee for the promotion and start up costs connected
with the Leadership San Bernardino program.
This program is designed to identify the future potential civic
leaders of San Bernardino and to assist them in developing the
skills, knowledge, and contacts necessary to become successful
community leaders.
It will be a 9 month program designed to reach out to all segments
of the diverse economic, cultural and ethnic population that
comprises San Bernardino. The funding will help defray the initial
promotion and start up costs of the program such as printing of
brochures, program materials and mailing.
It is therefore requested that the recommendation of the Ways and
Means Committee be approved.
SAN BERNARDINO LEADERSHIP
Assistance from the City of San Bernardino is requested for
the initial promotion of the San Bernardino Leadership program.
Many cities, including Riverside and Redlands locally, have
established and annually operate a leadership
programs are designed to identify future poten alrcgivic leaders
and then to help such individuals develop the skills, knowledge,
and contacts necessary to provide civic leadership.
In 1994 the San Bernardino Area Chamber of Commerce and Inland
Action, Inc . joined together to establish a leadership program for
the San Bernardino community. A steering committee was formed in
January of 1995 . The members of that Steering Committee are as
follows :

This committee has been working for more than eight months on
development of the Leadership San Bernardino Program. The first
program is scheduled to begin in September of 1996 and run for nine
months . It is anticipated that the program will be annual
thereafter.

similar to other civic leadership
different in several aspects, reflecing tghe muni It will also be aracter the San Bernardino Community. The program will have n neasessions .
The first session will be an introductory weekend in which the
participants will get to know one-another, will begin to learn
about the community, and will participate in a series of team
building exercises .
The following seven sessions will each focus on one of the
following subjects :
Economic Development;
Non-Profit Organizations, Volunteerism, and Civic, Church and
Community organizations;
Law and Justice and Medicine;
Environment and Planning;
Art, Local Government and Culture
Government; and
Education and Technology.
One unique aspect of the San Bernardino Leadership program
will be the final session, in which the focus will be personal
health and management issues, including time management, stress
management and balancing family and professional demands .
San Bernardino has a diverse economic, cultural and ethnic
population. It is the goal of the program Steering Committee to
reach out to all segments of the community to recruit participants .
That is, however, an expensive undertaking.
Funding from the City is sought to help defray initial
promotional and organizing expenses . These expenses include no
staff or labor costs (as all participation is on a volunteer
basis) . Rather, the monies will be spent on printing of brochures
and program materials, mailing, and other promotional costs. A
draft brochure describing the program is attached. As the Steering
Committee has set its October 1995 monthly meeting for
establishment of a budget for the entire program, no detailed
budget is currently available. However, that budget will be
provided to the City as soon as it is prepared.

$40,751 for the 4th of July Celebration.
C. BLACK HISTORY PARADE - The Committee recommended $7,511 as
direct costs and $28,971 in indirect costs.
D. INLAND EMPIRE HISPANIC CHAMBER OF COMMERCE -
REQUEST FOR CINCO DE MAYO - The Committee requested that the Hispanic
Chamber resubmit an application for the Cinco de Mayo Celebration since the request for
the September 16 Fiesta was voided. The Council Executive Assistant will contact Mr.
Olivas from the Hispanic Chamber. This item will be reviewed at the first meeting in
November.
E. LEADERSHIP SAN BERNARDINO - The Committee recommended a
sum not to exceed $1,000 for one time startup costs of this program.

STAFF REPORT
On October 4, 1995, the Ways and Means Committee recommended the
allocation of $7, 511 in direct funding and $28,971 in indirect
funding to the Black Culture Foundation for costs connected with
their Black History Week events scheduled for the week of February
2 , 1996.
Attached is an agreement between the Black Culture Foundation and
the City for $7, 511 from the Civic and Promotion Fund. In
addition, the Foundation is requesting a waiver of fees and the use
of City labor and equipment to assist with the 1995 Black History
Parade. If approved, the remainder of the funds recommended for
approval by Ways and Means Committee -- $28,971 -- will be
transferred from the civic and promotional fund into the various
City departmental accounts as listed below to recover their costs
incurred in assisting with the parade.

STAFF REPORT
On October 4, 1995, the Ways and Means Committee recommended the
allocation of $3 , 000 in direct funding to the Cops for Kids for
costs connected with their annual Christmas Party for Foster Kids
scheduled for December 9, 1995.
This successful event has been conducted annually for the past 4
years and affords foster children of the Inland Valley an
opportunity to participate in a holiday celebration with
interaction between the children and the San Bernardino Police
Officers Association.
It is therefore requested that the recommendation of the Ways and
Means Committee be approved.

REQUEST FOR FUNDS FOR
PARKS AND RECREATION
CONCERT SERIES.
The Parks, Recreation and Community Services Department has been conducting the
Rites of Spring and the Indian Summer Concerts for over nearly ten years with last
year's events attracting audiences totaling over 3,000. Funding for this year's concert
was requested in the amount of $ 11,000. The Rites of Spring Concerts begin in May
with the Indian Summer Concerts beginning in August. The Ways and Means
Committee recommended funding the concerts in the amount of $ 11,000 from the
1995-96 Fine Arts Funds.

1. REQUEST FOR CIVIC AND PROMOTION FUNDING r
A. COPS FOR KIDS AT CHRISTMAS - The Committee recommended an
amount not to exceed $3,000. The request was for $10,000.
B. PARKS, RECREATION - 4TH OF JULY AND SUMMER CONCERT
SERIES - The Committee recommended $11,000 for the Summer Concert Series and
$40,751 for the 4th of July Celebration.
C. BLACK HISTORY PARADE - The Committee recommended $7,511 as
direct costs and $28,971 in indirect costs.
D. INLAND EMPIRE HISPANIC CHAMBER OF COMMERCE -
REQUEST FOR CINCO DE MAYO - The Committee requested that the Hispanic
Chamber resubmit an application for the Cinco de Mayo Celebration since the request for
the September 16 Fiesta was voided. The Council Executive Assistant will contact Mr.
Olivas from the Hispanic Chamber. This item will be reviewed at the first meeting in
November.
E. LEADERSHIP SAN BERNARDINO - The Committee recommended a
sum not to exceed$1,000 for one time startup costs of this program.
