STAFF REPORT
Bids for construction of a circular driveway for TRW
Building #520 , were opened at 2 : 00 p.m. , Tuesday, 10-17--95 .
A total of 5 bids were received, ranging from $33 , 759 . 54
to $39 , 398 . 00 . The low bid of $33 ,759 . 54 is 12 . 3% under the
Engineer' s Estimate of $38 , 469 . 00 .
Goals of 19% and 6 . 9% were established for participation
by Minority and Women Business Enterprises. The low bidder sub-,
mitted information with the bid showing 37% participation by
Minority Business Enterprises, but none by Women Business
Enterprises. Information was submitted to verify that a Good
Faith Effort was made to secure participation by Women Business
Enterprises. We have reviewed this information and concluded
that a good faith effort was made.
Below is an estimate of the total project cost, based
upon the actual low bid price:

Inspection & Administration (W.O. #1993) 3 ,834 . 00
Sub-Total $ 37 ,593 . 54
Contingencies (14 . 4$) ± _5 , 406 . 46

All costs incurred for this project will be charged to
Account No. 242-362-5504-1993 . Funds will be derived from the
following sources:
Federal Economic Development Administration - 75%
Inland Valley Development Agency - - -. 250
No City funds will be used to finance any portion of the cost for
the project.
We recommend that a finding be made that the low bidder
made a good faith effort to secure participation by Women
Business Enterprises, and a contract be awarded to the low
bidder.
