The low bid of $84 ,433 . 00 is 30 . 9% under the Engineer' s Estimate of $122 , 300 . 00 . The special provisions established goals of 15% and 5% participation by Minority and Women Business Enterprises. However, the low bid showed no participation by MBE/WBE' s. In- formation submitted subsequent to the bid opening showed parti- cipation of 14% by Minority Business Enterprises . The low bidder completed the "Good Faith Effort Statement of MBE/WBE Participation" in the contract documents. After carefully reviewing this statement, we have concluded that a good faith effort to meet the established goals of 15% and 5% for MBE/WBE participation was not made by the low bidder. The second low bid in the amount of $101 , 175 . 00 is 17 . 3% under the Engineer' s Estimate of $122 , 300 . 00 . Below is an estimate of the total project cost, based upon the second low bid. Construction Contract $ 101 , 175 Engineering & Inspection (W.O. #1309) 10 ,000 Sub-Total $ 111 , 175 Contingencies (15%) ± 16 , 825 TOTAL ESTIMATED PROJECT COST $ 128 , 000 All costs incurred for this project will be financed from the $137 , 800 allocated under Account No. 806-4202 , in the 1995/95 Community Development Block Grant Program.
