Description) Finance: Council Notes: AllJ 75-0262 CITY OF SAN BERNAMI)INO - REQUEST FUA COUNCIL ACTION STAFF REPORT Page 1 of 2 Community Hospital of San Bernardino is constructing a medical office building on the west side of Medical Center Drive, south of 19th Street. A pedestrian bridge is proposed to be constructed over Medical Center Drive, in order to provide con- venient and safe access between this new facility and the hospital complex on the east side of Medical Center Drive. The bridge will be a metal truss type structure, that will be supported by two piers on each end. These piers are not within the street right-of-way. Caltrans Design Manual states that a minimum clearance of 15 ' - 6" should be provided for vehicular overpasses, and 17 ' - 6" for pedestrian structures. The proposed pedestrian bridge was originally designed with 17 ' of clearance, but this dimension was reduced to 15 ' - 2" in order to allow the approaches to meet standards for handicap access. Signs will be posted to advise motorists that the maximum height of a vehicle that can pass under the bridge is 15 ' . Chain link fencing is normally installed along the sides of a bridge over a roadway, to prevent objects from being dropped on to vehicles . Fencing will not be provided on this structure, since access to both ends of the bridge will be through the building served by this structure. Permit No. 96581 was issued by the Department of Planning and Building Services, on 3-24-94 , for the medical office building. The pedestrian bridge was included in the plans for this building and, therefore, covered by this permit. The bridge will be delivered the week of 10-16-95 , in two sections. These sections will need to be bolted together, and lifted on to the piers. The contractor states that it will be necessary to close Medical Center Drive for one day during this operation. A detour plan will be submitted to the City' s Traffic Engineer for review and approval. Traffic will be reduced to one lane in each direction for two additional days, in order to allow the concrete deck to be placed without causing damage to vehicles traveling on Medical Center Drive. The contractor will also submit a traffic plan for these days . A request has been received from Mr. David Gilner, Director of Engineering Services, dated 10-5-95 , requesting auth- orization for this pedestrian bridge to encroach into the public street right of way for Medical Center Drive. Authorization for a private facility to encroach into a street right of way is granted by execution of a standard form License Agreement. We recommend that the request for authorization to encroach into the street right of way be approved, in concept, and the City Attorney directed to prepare the necessary License Agreement. Dear Mr. Hardgrave, Community Hospital of San Bernardino is building a three story Medical Office Building across Medical Center Drive from the main Hospital. A pedestrian bridge will connect the two buildings. Although we have stamped plans from Building and Safety, it appears that we failed to file plans with Engineering and get City Council approval to encroach on city dghtaway. Please accept this letter as a formal request to get on the agenda of the City Council meeting of October 16,1995. Thank you for your help.
