GRANT COORDINATOR/WRITER
SAN BERNARDINO EMPLOYMENT & TRAINING AGENCY
I. BACKGROUND
On September 5, 1995, personnel staff received a request from Ernest Dowdy, Executive
Director of Federal Programs (San Bernardino Employment and Training Agency), to
open a recruitment for the position of Grant Coordinator/Writer for the agency.

With the continuing shrinkage of federal budget monies allocated to job training
programs, it has become more important than ever to find ways to develop alternative

sources of funding for job training programs.
Establishment of the new position of Grant Coordinator/Writer will enable the agency to
perform research and apply for grant funding at the competitive level necessary for
optimum success. The San Bernardino Employment and Training Agency is vital to the
City and its citizens as a means of training individuals for entry and re-entry into the
work force.
H. ANALYSIS
Personnel staff surveyed agencies in California which have a Job Training Partnership Act
(JTPA) program. Three agencies were located for comparison. Minimum qualifications
and salaries are summarized in Exhibit A. Two of the three agencies surveyed require
a college degree and between two and five years of experience doing job training related
work. One of the three survey agencies also requires a valid Class "C" California
driver's license.
M. COST
The average salary for the Grant Coordinator/Writer in the three survey agencies is:
$3,442/month to $4,491/month
The suggested range for the City of San Bernardino Grant Coordinator/Writer position
is:
Range 4400, $3,264/month to $3,967/month

This salary range is slightly below the average salary in the survey agencies. However,
this range was selected for its internal relationship to other management and
administrative positions within the San Bernardino Employment and Training Agency.
Annual compensation, including 34.9% benefits, is $54,157 for the first year (based on
six months at Step 1 and six months at Step 2).
This new position has been budgeted for the 1995/96 fiscal year, according to Ernest
Dowdy, Executive Director. Exhibits B and C show the current and proposed
organization of the agency.
The new position will be a classified management position on the administrative staff of
the San Bernardino Employment and Training Agency. The incumbent will act as a
I liaison between the agency and the United States Department of Labor, the State
Employment Development Department (EDD), and various other offices to obtain and
apply for potential grant opportunities. Exhibit D is the proposed job description for the
new position.
IV. RECOMMENDATIONS
It is recommended that the proposed new position of Grant Coordinator/Writer be
established as soon as possible. An open recruitment will be conducted for this position.

JOB DESCRIPTION
Under direction, plans, organizes, coordinates and drafts various
grant proposals for the San Bernardino Employment Training Agency
and performs related work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Writes grant applications in strict compliance with specified
formats; submits grants to funding source for review and award
decision(s) ; coordinates, monitors and evaluates progress of
submittals to insure that a free flowing transition of planned
events occurs.
Assists in preparing periodic progress reports to comply with grant
requirements; maintains files for all grant requests; maintains
liaison with United States Department of Labor and Education and
State offices to obtain unpublished potential grant opportunities.
Meets with representatives of funding sources; prepares short term
and long term projections and supplemental accomplishment plans;
maintains master files and makes certain all details relative to
achieving described grant results are properly documented.
Routinely adheres to and maintains a positive attitude toward City
and Department goals; and, performs related work as required.
MINIMUM QUALIFICATIONS
Bachelor's Degree in Public or Business Administration, Industrial
Relations or closely related field and three (3) years experience
in writing and submission of grant proposals, with two (2) of the
years with a JTPA or Employment and Training Agency in a management
or supervisory capacity.
Possession of a valid Class "C" California Driver's License is
required.
GENERAL QUALIFICATIONS
Knowledge of:
Principals and practices of securing and writing grants;
Fiscal and Budgetary requirements of JTPA or Employment
and Training Agency allocations in sufficient detail to
permit intelligent forecasts of funding;
Planning and analysis factors of grant applications process;

Familiarity with laws, regulations and policies that govern
Employment and Training Programs;
English grammar, syntax, word usage, spelling and punctuation;
Principles of supervision and training;
Basic public relations.
Ability to:
Analyze data and prepare written reports and give oral
presentations;
Communicate effectively both orally and in writing;
Prepare proposals, plans, grants and subcontracts for
employment and training programs;
Collect and analyze data to evaluate program progress and
effectiveness;
Collect, compile and analyze data relating to major Federal,
State and municipal initiatives.
Establish and maintain effective relationships with all those
contacted in the course of work;
Hear in the normal audio range with or without correction;
See if the normal visual range with or without correction;
Exhibit normal range of body motion;
Operate a vehicle observing legal and defensive driving
practices.
ORGANIZATIONAL RELATIONSHIPS
The class of Grant Coordinator/Writer is a management position of
the Administrative Staff of SBETA and works under the general
direction of the Executive Director. Incumbent may supervise
subordinate staff. In addition, the incumbent in the class is a
key advisor to the Executive Director and his managerial staff
regarding grant funding opportunities.
