STAFF REPORT
Currently the San Bernardino Municipal Code (§ 2.56.171) only authorizes mail ballot
elections for special elections to fill vacancies on the Council. The City Clerk has advised that
such elections would save the City significant time, resources and cost. She has also indicated
that in mail ballot elections safeguards would be in place to protect against fraud. This proposed
ordinance would authorize the use of mail ballots in any special election.
