Description) Finance: :ouncil Notes: 5-0262 STAFF REPORT The City has provided bicycle racks outside the buildings to safely park bicycles for those individuals who use or enjoy that method of transportation. However, from time to time people still feel the need to bring their bicycles inside the building. when left or parked within the buildings, such bicycles constitute a hazard to pedestrian travel especially in the case of emergency exit . The proposed ordinance would clearly prohibit the entrance of bicycles into the building except in the specified circumstances . It is recommended that further reading of the ordinance be waived and the ordinance be layed over for final adoption. 1 ORDINANCE NO. 2 AN ORDINANCE OF THE CITY OF SAN BERNARDINO ADDING CHAPTER 8.93 TO THE SAN BERNARDINO MUNICIPAL CODE PROHIBITING BICYCLES IN 3 CERTAIN PUBLIC BUILDINGS. 4 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS : 5 6 SECTION 1. Findings . 7 The Mayor and Common Council hereby find and declare that 8 the City has established parking areas for bicycles outside of the 9 City' s public buildings and that the City encourages employees and 10 visitors to use bicycles for transportation in order to preserve 11 our natural resources, but that to have bicycles parked in the 12 hallways and walkways of the City Hall and City Hall annex is a 13 significant danger to the employees and visitors to these 14 buildings . 15 SECTION 2 . Chapter 8 .93 is hereby added to the San 16 Bernardino Municipal Code to read as follows: 17 118 . 93 . 010 . Prohibition. 18 It shall be unlawful to bring a bicycle or 19 bicycles into the City Hall or the second or 20 third floors of the City Hall annex. 21 8 . 93 . 020 Exceptions . 22 Section 8 . 93 . 010 shall not apply to police 23 officers or to those who have received the prior 24 written permission of the Facilities Manager of 25 the City. 26 8 . 93 . 030 Violation. 27 Violation of Section 8 . 93 . 010 shall be 28 either a misdemeanor or an infraction.
