BACKGROUND When the Police Department prepared their Five-Year Plan for the Investigations Division (1993-98), the position of the Identification/Property Bureau Sergeant was recommended for deletion and replacement by a new civilian position of Identification Technician III. The Sergeant position would then be reassigned to a vacancy in Patrol. In March of 1995, Ralph Andersen and Associates prepared and submitted a Management Audit of the Police Department. The audit recommended converting the Sergeant position in Identification/Property to a civilian position for more unit continuity while helping to assure a high level of technical expertise. During the City budget reconciliation for fiscal year 95/96, the position of Identification Sergeant was deleted and replaced with a civilian counterpart. Exhibit A shows the organizational structure before the management audit. Exhibit B shows the proposed organizational structure of the Investigations Division. II.
