Synopsis of Previous Council action:
On May 22, 1995, the Mayor and Common Council directed the City Administrator and the
Acting Chief of Police to oversee the implementation of the Police Management Audit
recommendations.
On August 7, 1995, the Mayor and Common Council approved the final budget for FY 1995-96.
On October 9, 1995, the Personnel Committee recommended this item for approval.
Recommended motion:
1. Establish the position of Identification Technician III, Range 2376, $2,896 -
$3,520/month.
2. Direct the Personnel Department to update Resolution 6413, Section Eleven, to reflect
this particular action.

IDENTIFICATION TECHNICIAN III
POLICE DEPARTMENT
I. BACKGROUND
When the Police Department prepared their Five-Year Plan for the Investigations Division
(1993-98), the position of the Identification/Property Bureau Sergeant was recommended
for deletion and replacement by a new civilian position of Identification Technician III.
The Sergeant position would then be reassigned to a vacancy in Patrol.
In March of 1995, Ralph Andersen and Associates prepared and submitted a Management
Audit of the Police Department. The audit recommended converting the Sergeant position
in Identification/Property to a civilian position for more unit continuity while helping to
assure a high level of technical expertise.
During the City budget reconciliation for fiscal year 95/96, the position of Identification
Sergeant was deleted and replaced with a civilian counterpart. Exhibit A shows the
organizational structure before the management audit. Exhibit B shows the proposed
organizational structure of the Investigations Division.
II. ANALYSIS
Personnel staff surveyed cities in San Bernardino and Riverside counties for a position
comparable to a civilian supervisor of an Identification/Property section in a Police
Department. Two cities and the County of San Bernardino have such a position.
Minimum qualifications and salary ranges are summarized on Exhibit C. The two city
positions require graduation from High School and an Associate of Arts degree in
business or public administration or a related field. Also, between three and five years
of related experience are required. Additional qualifying experience may substitute for
the college coursework on a year-for-year basis in one of the cities.
III. COST
The average salary range for the Identification Technician III in the three survey agencies
is:
$2,893/ month to $3,523/month
The closest range in the City of San Bernardino to the average salary is:
Range 2376, $2,896 - $3,520/month

Based on the data, this is the proposed salary range for the new Identification Technician
III. Annual compensation, including 28.47% benefits, is $45.76 6 for the first year (based
on six months at Step 1 and six months at Step 2).
The Sergeant position, which was recommended for replacement was filled at Step 5 of
the Sergeant's salary, $4,172 - $5,125/month. Annual salary for the Sergeant, including
40.60% benefits, equals $86,469,
Salary savings for the year equals 140,703
This will be a mid-management position. The new Identification Technician III will
supervise the positions of Police Property and Supply Assistant, Police Property and
Supply Technician, Identification Technician I and Identification Technician II. The
Identification Technician II is the next closest to the new position. The Identification
Technician III salary is 31.5% above the salary of the Identification Technician II.
Exhibit D is the proposed job description for the new position.
IV. RECOMMENDATIONS
It is recommended that the Identification and Property section of the Investigations
Division be reorganized as proposed. The new job description for Identification
Technician III will be submitted to the Civil Service Board for approval. An open
recruitment will be conducted for this position.

IDENTIFICATION TECHNICIAN III
JOB DESCRIPTION
Under direction, plans, coordinates and supervises work of
personnel assigned to the Identification and Property Sections of
the Police Department; and, performs related work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Oversees the application and renewal process for concealed weapon
and taxi cab driver permits; trains, supervises and evaluates sub-
ordinate personnel ; prepares employee evaluation reports.
Reviews daily all reports and assignments completed by Iden-
tification and Property Section personnel for completeness and
accuracy; inspects the property room and bicycle lock-up on a daily
basis to ensure tidiness and compliance with the property room
procedure manual .
Oversees and inspects the retention, auctioning, assignment,
release and destruction of evidence and property to ensure
compliance with the property room procedure manual , government
code statutes and City regulations and resolutions.
Ensures that medical waste chemicals and other hazardous waste in
the Identification and Property Sections are properly stored and
disposed of according to departmental policies and applicable state
and federal laws.
Supervises the utilization and maintenance of departmental equip-
ment in a manner most likely to preserve safe working order and
appearance over time.
Routinely adheres to and maintains a positive attitude towards City
and Department goals; and, performs related work as required.
MINIMUM QUALIFICATIONS
Graduation from high school or GED plus equivalent to an Associate
of Arts degree in Public or Business Administration, Administration
of Justice, or a related field and three (3) years of journey-level
experience in a police identification work environment, including
one (1) year of supervisory experience. Additional qualifying
experience may substitute for the required college education on the
basis of one year of experience equivalent to 30 semester units.
Experience in a police property room is also highly desirable.
Possession of a valid Class "C" California Driver's License is
required.

ORGANIZATIONAL RELATIONSHIPS
The class of Identification Technician III is a supervisory level
in the San Bernardino Police Department. Supervision is received
from police management personnel . Supervision is exercised over
the Identification and Property Sections within the department.
