Description) Per approved budget Finance:' Council Notes: �y L&I Agenda Item No. /CZ CITY OF SAN BERNA RDINO - REQUEST FOT' COUNCIL ACTION STAFF REPORT The proposed purchase is for sixty-seven(67)tire racks for the commercial tire collection program, to be purchased using funds from the California Integrated Waste Management Board's Tire Fund Grant. Specifications were published and furnished to commercial refuse bin and sheet metal fabricators. Bids were publicly opened and declared January 26, 1995. Two vendors submitted bids. The high bidder was non-responsive for failing to provide the required bid-bond. The responding lowest and best bidder was Consolidated Fabricators of Vernon, CA with a per unit price of $544.14 per unit, including tax, for a total of $36,457.38. Because this tire rack was an untested prototype, the Public Services Department issued a purchase order to Consolidated Fabricators for a single rack to conduct first article testing and determine whether the rack would meet the desired operating parameters. This prototype rack was delivered and tested by the City in June. As a result of the test, a design change was made which resulted in an increase in the unit cost of each rack of $24.00 per rack, for a total unit cost of $568.14 per rack. The total cost for the sixty- seven (67) racks is $38,065.38. Based on the results of both the bid process and first article testing, the Purchasing Manager, with concurrence of the Public Services Department, recommends the bid of Consolidated Fabricator, Inc. of Vernon, California in the not-to-exceed amount of $38,065.38. The funding for $37,280.00 of this purchase is through the California Tire Recycling Management Fund Grant TR-93-0016-36 which was approved by the Council on March 9, 1994 as resolution 94-51.
