STAFF REPORT
The Public Services Department, Refuse and Recycling Division is pleased to
announce the beginning of the residential recycling program. This new
program will begin rolling out to residents starting on January 16th. This new
recycling program consists of a three can system. The main features of this
new recycling program includes:
Color coded cans make it simple for residents to recycle. The new
service consists of three color coded automated containers. The blue
container will be for commingled recyclables, including paper, glass,
metals and plastics. The green container will be for yard wastes, such
as grass clippings, leaves, branches and brush. The black container is
for refuse, trash and garbage that is not recyclable.
Residents selected the size containers right for them. The City
offered residents the option of selecting either a 64-gallon or 96-gallon
container size for the blue and green containers. Residents were given
the opportunity to select the container size through a city-wide survey
conducted by the Public Services Department in October. Seven (7)
percent of residents requested the 64-gallon blue containers and five
percent requested the 64-gallon green containers. Residents selecting
the smaller container saved the City $24,850 over the cost of the larger
container. If residents find they need an additional containers for
excess waste, the City will provide an additional refuse container at a
cost of $10.50 per month.
- Maximum disposal capacity at the lowest possible cost. Through the
new program, residents can receive up to 288 gallons of refuse service
each week. This represents an increase over the City's existing twice
per week service of 192 gallons per week.
- Once per week convenience. The new service will require the
residents to set all three cans out once per week on their designated
collection day. This reduces the amount of confusion for residents who
have one day for refuse each week and another day for recyclables.
Staff has organized a complete education program to support this recycling
effort. A video has been developed which explains the new program. It is
scheduled to show on Channel 3 from late December to mid-May. As part of
this presentation, the video will be presented to Council after this meeting.
Display advertisements will be used twice each month to explain the new
recycling program. These advertisements will appear from January through
April in the local newspapers. A colorful brochure, printed in both English
or Spanish, explaining the specifics of the program will be distributed when
the containers are delivered to the residents. Workshops at four locations
within the City are scheduled for January to allow residents to hear a
presentation on the new recycling program. Each workshop location will have
both an afternoon and evening session for the convenience of residents. In
addition, Public Service staff will answer customer questions over the
telephone.
This new program will allow the City to meet the diversion requirements set
forth in AB939, the Integrated Waste Management Act. It is projected to
divert approximately 25% of the City's total waste stream and is part of the
programming requirements set forth in the Source Reduction and Recycling
Element adopted by the Council in March, 1992.

Recycle Used Oil San Bernardino provides a free clean up
