Description) Finance: Council Notes: Pe 75-0262 Aqenda Item No. 7 CITY OF SAN BERR .RDINO - REQUEST I JR COUNCIL ACTION STAFF REPORT Background As part of the Fiscal Year 1995-96 budget process, positions were added or deleted from the budgets of City departments. In an October 9, 1995 memorandum to the Mayor and Common Council, the Personnel Department responded to Councilmember inquiries on why positions added/deleted during the budget process were not included in the Salary Resolutions. It was noted that City staff would be submitting to the Mayor and Common Council a proposed Position control resolution which would address these issues and reconcile the budget actions taken by Council. The attached position control resolution summarizes the classifications and numbers of full-time positions by department/division for Fiscal Year 1995-96. This document accomplishes the following: (1) reconciles positions with the FY 1995-96 budget; (2) includes positions that have been added/deleted by Council action since the adoption of the budget; and, (3) notes positions subject to one-time funding, e.g. , Rental Housing. The classifications and numbers of positions were distributed to each department/division and to the Finance Department for comment prior to finalizing the resolution. Position Control Resolution -0264 ATTACHMENT #1 City of San Bernardino INTEROFFICE MEMORANDUM TO: Mayor and Common Council FROM: Barbara Dillon, Director of Personnel SUBJECT: AGENDA ITEMS RE: RESOLUTION NO. 6413, SALARY RESOLUTION DATE: October 9, 1995 COPIES: Shauna Clark, City Administrator -------------------------------------------------------------------------------------------------------------- The purpose of this memorandum is to respond to Councilmember questions on two Agenda Items, amending Resolution No. 6413, Sections Ten (General Unit) and Section Twelve (Confidential Employees) entitled in part "A resolution . . . establishing a basic compensation plan . . . , " by updating information codifying prior Council action. These two items were continued from the September 18, 1995 and October 2, 1995 Council meetings. 1. What is the relationship of this resolution to the actions taken by the Council on the budget2 A question arose at the September 18, 1995, Council meeting on why positions added/deleted during the budget process were not included in the Salary Resolution. In November 1995, City staff will be submitting to the Mayor and Council a proposed position control resolution which will address these issues and reconcile the budget actions taken by Council. 2. What does the salary resolution accomplish) The purpose of Resolution No. 6413 is to establish a basic compensation plan for City employees. The Resolution is divided into different sections by employee group, e.g., Section Ten is for General Unit Employees. The Resolution codifies prior Council action affecting employee compensation. Common examples include: , A. Salar y In e ses - Resolution No. 6413, Section Ten, was amended on December 21, 199 , so that General Unit employees would receive a 2% salary increase effective January 1, 1995. Establishing a New Position - The Mayor and Common Council approved establishing the Workers' Compensation Claims Assistant position on April 3, 1995. This position is being added to Resolution No. 6413, Section Ten, so that the approved salary range and steps are incorporated into the resolution. 3. What is the purpose of the Department memorandum? The back-up to Resolution No. 6413, Section Ten (Genaral Unit), includes a memorandum from Annie Ramos, Director of Parks, Recreation and Community Services. Three grant-funded classifications (Senior Companion Program Coordinator, Retired and Senior Volunteer Program Coordinator and Coordinator of Volunteers) have been included in the part-time/temporary Salary Resolution previously approved by Mayor and Common Council. However, Ms. Ramos brought to our attention that these positions are categorized and paid as full-time General Unit employees for purposes of their compensation. The purpose of the change is to place the three (3) positions in the correct salary resolution. 4. Why are some positions not deleted? The draft resolution is prepared at least three (3) weeks prior to the Council meeting, in order to meet City Attorney's time frame for review of resolutions. Actions occurring during the review period may not be included until the next amendment process. Additionally, deleting a given position from a Department during the budget process does not necessarily eliminate that position from a Salary Resolution because the position may be authorized in other City Departments. 5. What revisions have been made? In Resolution No. 6413, Section Ten, we have revised the resolution to delete two (2) single classification positions per prior Council action, Maintenance Plumber I and Printing Services Assistant. Barlow, Sr. Asst. City Attorney DATE: December 14, 1995 IRE: Agenda Item #7 (Position Control Resolution) We have reviewed and approved this resolution because it appears legal on its face. However as a caution, in our review we noted some deviations in the Office of the City Attorney listing from how such positions had been handled in the past. These were readily changed by the Personnel Department. In this review we were familiar with how our office has been handled, we are not familiar, however, with how other offices have been handled and can't be sure that inadvertent changes haven't been included.
