(#4195) Current Business Registration Certificate: Not Applicable Financial Impact: The total fiscal impact of the Community Development Department realignment is $20,800 for the balance of the fiscal year for increased salary and benefit costs. The budget increase will be offset by a reduction in professional contract costs. Motion: Adopt the Resolution. I Synopsis of Previous Council Action: None Background: The Community Development Department has been reviewing all of the Department's processes and procedures. The Development Code update is well underway and internal procedures have been streamlined in order to provide excellent customer service. One of the key areas remaining is the organizational structure of the Department. Over the past several months the Community Development Director has been meeting with staff from Human Resources, Civil Service and Management Partners to determine the appropriate structure and staffing of the Department. Analysis: The Community Development Department has been organized into five divisions: Code Enforcement, Building and Safety, Planning, Land Development and Administration. Each division will be led by a division manager or supervisor. Having a manager or supervisor overseeing each division will clarify roles and responsibility within the Department and to the general public. Clear lines of responsibility and authority will also increase accountability and ultimately customer service. Updated: 12/3/2015 by Linda Sutherland E Packet Pg.248 4195 In order to implement the new structure, four new titles must be created - Planning Division Manager (U), Chief Building Official (CBO) and Safety/Division Manager (U), Senior Civil Engineer/Division Manager (U), and Senior Management Analyst (see supporting documents "Proposed Org Chart"). College degrees or significant technical experience are required for the newly created positions. The Code Enforcement Division Manager (U) position was re-established in 2014 when Code Enforcement was transferred back to Community Development. Further, the Code Enforcement Division Manager (U) position was used as a template for the new positions. The realignment will be accomplished by reclassifying two City employees from their current positions, while the Planning Division Manager will be filled through the appointment of the current contract employee. The CBO and Safety/Division Manager (U) will be filled through open recruitment. The overall fiscal impact of the proposed realignment is minimal due to savings in contract costs. In addition to creating supervisors and managers for each division within the Department, the Community Development Director is seeking to substitute one currently budgeted - vacant - position for another position. Currently, there are five budgeted Community Development Technicians, four of which are filled. Community Development Technicians are the initial point of contact when the public arrives at the counter on the third floor of City Hall. The Director is seeking to substitute the vacant Community Development Technician position for an Associate Planner position. The Director believes the substitution is warranted due to the volume of planning cases and the fact that these cases are more complex. The fiscal impact of substituting a Community Development Technician for an Associate Planner is a net budget savings because the Community Development Technician position has been vacant for six months. The Associate Planner position will be filled through a promotional recruitment. Creating division managers and supervisors will establish clear roles and responsibilities within the Department and for the general public. The four new titles are necessary to implement the realignment. Additionally, substituting a Community Development Technician position for an Associate Planner position will reduce the review and approval times for new development. The total costs to implement the Community Development Department realignment is $20,800 for six months. The budget increase for next fiscal year will be approximately $120,000 but staff will develop a balanced budget to absorb these costs. Direct supervision is exercised over professional and technical staff. c ESSENTIAL DUTIES AND RESPONSIBILITIES •N 1.
