Sarah Pearson will be reinstated to the position of Fire Marshal(U). She separated from
this position in September and it was remained vacant. Ms. Pearson has been working in
a part time Fire Prevention Officer capacity since then but wishes now to resume full
time Fire Marshal status. Previously,this position was left vacant as the result of the
retirement of the previous Fire Marshal in May of 2013. The position was later
eliminated in August of 2013,but due to the increase of development within the City of Q
San Bernardino,the department realized it's critical need and had the position reinstated
earlier this year.

When Ms.Pearson was promoted to this position in May,her salary was established at
Step 8. We still believe this amount to be appropriate due to the added responsibilities
that the Fire Marshal position will take on, including but not limited to plan check,
development review and the management of the entire Fire Prevention Bureau.

Community Fire Risk Deduction is solely funded by Proposition 218 funds thru the
Commercial and Multi-Family Inspection Program. The funding generated by the Fire
Prevention Bureau more than adequately covers this budgeted salary.
Ms. Pearson is one of a very limited number of persons currently qualified and certified
as a Fire Marshal by the California State Fire Marshals office.Ms. Pearson started with
the department as a Fire Prevention Officer in 2003,promoted to a Senior Fire Prevention
Officer in 2005,promoted to Fire Prevention Supervisor in 2008 and was subsequently N
reclassified to Community Fire Risk Reduction Supervisor in 2011. We believe Ms. 2
Pearson's proven experience and education make her well qualified to fill this position
and a continued valuable asset to this department.

This is a new position that was created as part of Community Development's
realignment. The Senior Civil Engineer/Division Manager (U) is a critical position in the
overall structure of the Department. The position will oversee the Land Development
and Stormwater programs and personnel. Due to the level of decision making authority
and supervision of employees, contracting out for services was not considered viable.
Mr. Akers is currently working as a Senior Civil Engineer. He will be accepting
significantly more responsibility in his new role,thus we are starting him at step 2.

Justification for the Request
This is a new position that was created as part of Community Development's realignment. The
Planning Division Manager position is a critical position in the overall structure of the
Department, it will increase accountability and enhance customer service.
We are bringing Oliver Mujica in at Step 11, due to his vast amount of experience. Mr. Mujica
has thirty years of Community Development experience. He has worked at a number of
municipalities, and has served as the Community Development Director for the City of
Southgate. Mr. Mujica has been working as a contract employee for the City, since July of 2015.
