Justification fo r the Request
The position has been vacant since October 20, 2015. With the recent reduction in force, this
position is critical to the overall effectiveness of the Code Enforcement Division. Contact was
made previously with all of the officers on the reinstatement list and no one accepted the
position. There would be significant impacts to residents' quality of life if the position is not-
filled. This is not the result of Personnel Committee action.
We are bringing Shawn Black in at Step 6, due to his experience and what he will offer the City.
Shawn has over 5 years of contracted Code Officer experience in cities similar to San N
Bernardino. He also has law enforcement experience as a U.S. Federal Air Marshal, a State of v
California Investigator, and a Reserve Police Officer,which is highly beneficial for field staff, N

• The Departmental Accounting Technician position is vacant and is needed to
support the Administrative functions within the Parks, Recreation and Community r
Services Department. Rodney Schmidt meets and exceeds all of the Q
requirements of the position. Rodney was selected from the Eligibility List and
with several years of experience in Accounting at a management level, as well as
several years of experience working for county services, he is a qualified
candidate.
• Step 5 is being requested as the candidate exceeds the minimum requirements
and has accounting experience of more than 5 years at a management level,
which includes budgetary analysis.

Justification for the Request
This position is a new position within the Code Enforcement Officer series and was approved at
the Mayor and Common Council meeting of October 19th to specifically hire a Code
Enforcement Officer III to address receiverships and demolitions.
This position is critical to fill in order to increase capacity to rehabilitate approximately 40
properties through receivership and 36 properties by demolition within one year.
There would be significant negative impacts to residents' quality of life if the position is not
filled. This is not the result of a Personnel Committee action y

I am seeking to promote Community Policing Specialist Erica Lithen to the position of Code N
Enforcement Officer III. Ms. Lithen has been a code officer with the City for 16 years. Per the o
MOU, promotional employees receive a minimum of 5% raise over current salary. I am a
requesting Step 15, which is a 6% raise.

Justification for the Request
This is a new position that was created as part of Community Development's
realignment. The Senior Management Analyst is a critical position in the overall
structure of the Department. The position will supervise the administrative staff,
including the Customer Service Representatives and the Executive Assistants. The
Senior Management Analyst will also oversee the Department's budget, payroll, daily
revenue, and administrative functions.
Ms. Sherrick is currently working for the City as an Administrative Analyst II. She will be
taking on considerably more responsibility in this new role; hence we are starting her at
step 5.
