These bids represent the fourth phase of construction. The first phase of construction included demolition and earth work,which the Commission awarded on April 4, 1994. The trade bids for many of the infrastructure contracts were awarded June 24, 1994 for the second phase of construction. Trade bid#3,awarded July 18, 1994,included the bulk of trade bid items needed for the construction of the police station. Trade bid#4, the subject trade bid,will "clean-up"the bidding process for items that were either poorly represented or over bid in trade bid#3. BACKGROUND INFORMATION On August 16, 1994,staff advertised for the subject trade bids. Advertisements were placed in The Sun, The Los Angeles Times,La Opinion,Westside Story,The Black Voice,Dodge Green Sheet and CMD Press. Plans and specifications were made available for inspection at the Dodge Room in San Bernardino,NEDA Business Development Center in Vanir Tower and CMD Plan Room in El Segundo in Anaheim. In addition to publishing the bid notice in the above papers,staff,in order to fulfill its good faith effort in attracting minority and female bidders,mailed over 200 letters to minority businesses listed on the CALTRANS Minority and Women Owned Business Register. On September 1, 1994,bids were received and opened. Bids received from the companies listed in form Motion"A"were found to be the most responsible bidders for their respective sub trades. Of the bids recommended for award,the WBE participation rate is 7.1%. there were no successful MBE bidders. With the awarding of the subject trade bids,the Minority and Women-Owned Business Enterprise(MBE/WBE) participation rates are now 12.8%MBE and 4.9%WBE (See Exhibit"A"). Staff with its good faith effort is endeavoring to reach the minimum goal of 15%and 5%respectively. In conformance with prior Commission direction,staff has also provided a summary of union/non-union contractors for Trade Bids 1,2 and 3. the report also includes informaiton on Trade Bid#4 in anticipation of positive Commission action. Staff recommends adoption of the form motion.
