Records available through the Air Force did not show how the existing street lights received electrical power. Upon removing these existing lights, it was discovered that they were wired in series, which shut off power to all street lights on the former Norton A.F.B. The Air Force repre- sentatives that are still at Norton are requiring that the existing street lights that will not be removed by the current contract be placed back in service. The Contractor has submitted a price quote to make the necessary modifications to place the remaining street lights back in service at a cost not to exceed $25, 000. The total estimated project cost included an amount of $845, 687 for contingencies, which can be used to finance the estimated cost of $25 , 000 for this additional work. There is an approximate balance of_ $555 , 000 in contingencies. A grant has been secured through the U.S. Department of Commerce, Economic Development Administration, to finance 75% of the total project cost. The 25% local agency share will be provided by IVDA. No City funds will be used to finance the cost of this project. The cost for the extra work will be charged to Account No. 242-362-57291 . The representative from the United States Economic De- velopment Administration has verbally approved this extra work in concept. A , copy of Change Order No. 4 has been faxed to the representative and we are striving to obtain approval. We recommend that Change Order No. 4 be approved. URGENCY CLAUSE: The Contractor needs authority to commence this extra work at the earliest possible date in order to avoid delaying the scheduled operations. 9-14-94 75-0264 FEDERAL PROJECT NO. 07-49-02680 CHANGE ORDER ORDER NO. 4 DATE: 9/14/94 Agreement Date: 2/7294 NAME OF PROJECT: NORTON AIR FORCE BASE STREET IMPROVEMENTS OWNER: CITY OF SAN BERNARDINO CONTRACTOR:_ MATICH CORPORATION The following changes are hereby made to the CONTRACT DOCUMENTS: Perform the additional work of reconnecting the existing street lighting system after the removal of the existing street lights located within the area where the work on the new street improvements are being performed, as directed by the Resident Engineer, and in accordance with contract plans and specifications. Justification: The construction plans and specification call for the removal and disposal of the existing street lights located on Tippecanoe Avenue, ("CII Street) Sheppard Blvd. and Del Rosa Drive (6th Street) that are within the area where the clearing and grubbing are being performed and are going to be replaced with a new street lighting system. Additionally, the contract calls for the conduit to be capped off at those locations where the old street lights are removed. However, -the existing plans that were provided by the Air Force on their Street Lighting System did not reflect the actual conditions that were present. The location of the street lighting circuits were not correctly indicated on the Air Forces plans and the existing street lighting is connected in series instead of in parallel, which is the present industry practice. Since the existing street lights are connected in series, if any one of the street lights on a circuit are disconnected, all of the street lights on that circuit donit work and are without power. Therefore, the contractor will have to perform extensive work in order to re-energize three circuits that were affected by the street improvements on Norton Air Force Base street improvements. Page 1 Change to CONTRACT PRICE: Original CONTRACT PRICE: $ 4,113,313.00 Current CONTRACT PRICE adjusted by previous CHANGE ORDER $ 4,343,299.87 The CONTRACT PRICE due to this CHANGE ORDER will be increased by: $ 25,000.00 The new CONTRACT PRICE including this CHANGE ORDER will be $ 4,368,299.87 Change to CONTRACT TIME: The CONTRACT TIME will be (increased) by to be determined calendar days.
