Synopsis of Previous Council action:
8/18/94 - The Council Legislative Review Committee recommended the transfer of one (1) Park
Maintenance Worker III from Parks, Recreation & Community Services to Public Works/Engineering
and recommended the reclassification of this position for the purpose of performing inspection of
landscape assessment districts.
Recommended motion:
1. That one(1)Park Maintenance Worker III,Range 1295($1,931-$2,347/mo.)be deleted from Parks, Recreation&Community
Services and transferred to Public Works/Engineering.
2. That a new classification of Landscape Inspector I be established at Range 1322 ($2,211-$2,688/mo.); that the existing
classification of Landscape Inspector, Range 1350 ($2,541-$3,088/mo.)be retitled Landscape Inspector IL
3. That one(1)Park Maintenance Worker III in Public Works/Engineering be reclassified to Landscape Inspector 1, Range 1322
($2,211-$2,688/mo.), effective the first pay period of October 1994.
4. That the Finance Department be directed to amend the FY 94-95 budget for Parks, Recreation & Community Services and
Public Works/Engineering and increase the budget for the Assessment Districts by an additional $3,017.
5. That the Personnel Department be directed to update Resolution 6413, Section Ten, to reflect this particular action.

STAFF REPORT
BACKGROUND
The issue of inspection for Landscape Assessment Districts was referred to the Legislative
Review Committee for follow-up. A key issue is the split responsibility between the Public
Works/Engineering Department and the Parks, Recreation & Community Services Department
in terms of inspection responsibilities.
Parks, Recreation & Community Services currently has three individuals performing landscape
inspection services on a City-wide basis (including assessment districts), while Public Works/
Engineering has the responsibility for administering the contracts and preparing the annual
assessment rolls.
The Legislative Review Committee approved a recommendation to transfer one (1) Park
Maintenance Worker III from Parks, Recreation & Community Services to Public Works/
Engineering and to assign this individual primary responsibility for inspection of landscape
assessment districts. The Committee's recommendation also covered a reclassification of the
individual to perform landscape inspection.
RECOMMENDATION
Roger Hardgrave, Director of Public Works/Engineering, recommends that a position of
Landscape Inspector I be established at Range 1322 ($2,211-$2,688/month). Mr. Hardgrave
recommends that the Park Maintenance Worker III, who is at Step 5 of Range 1295
($2,347/month), be reclassified to Step 4 of Range 1322 ($2,560/month), when the individual
is transferred to Public Works/Engineering. This action would become effective the first pay
period of October, 1994.
Establishing a Landscape Inspector I at Range 1322 ($2,211-$2,688/month)will result in a lower
cost to the City, since the journey-level Landscape Inspector is at Range 1350 ($2,541-
$3,088/month).
The Public Works/Engineering Department has developed a draft Landscape Inspector I job
description (attached). The Personnel Department will submit the job description to Civil
Service for review and approval.
COST
The increased cost of transferring a Park Maintenance Worker III to Public Works/ Engineering
and reclassifying the individual to a Landscape Inspector I is $3,017/yea r, for the first year,
including salaries and variable benefits. All costs incurred for this position will be financed
from various Landscape Maintenance Assessment Districts.

LANDSCAPE INSPECTOR I
JOB DESCRIPTION
Under direct supervision, performs varied duties involving
inspection of materials and workmanship, compliance with plans and
specifications involved in the installation and maintenance of
assessment district landscaping; and performs related work as
required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Inspects landscape materials and installation and performs
inspection on contracts for landscape maintenance; ensures
compliance with project specifications and requirements; works with
contractors to ensure compliance and corrections of deficiencies in
maintenance; accepts and acts on complaints from the public or City
officials.
Processes requests for change orders, and monthly payment requests;
maintains job logs of work completed and calendar of scheduled
work; prepares notifications on deficient work; offers suggestions
for improvement of contract format and contents, including water
schedules, fertilization, pest control and other items necessary to
ensure a healthy landscape.
Reviews test reports on materials; reviews projects for conformance
with safety regulations; makes written reports of inspections;
investigates complaints; operates two-way radio; delivers and picks
up plans and specifications; operates City vehicle; attends
meetings and seminars.
Routinely adheres to and maintains a positive attitude towards City
and Department goals; and performs related work as required.
MINIMUM QUALIFICATIONS
Graduation from high school or GED equivalent, with supplemental
specialized courses or experience in horticulture or landscape
maintenance/architecture desired; at least one year experience in
inspection of landscape, installation and maintenance of landscape,
construction or repair of landscape.
Possession of a valid Class "C" California Driver's License is
required.
Possession of a San Bernardino County Department of Agriculture
herbicide/pesticide Qualified Applicator Certificate is required

within 6 months of appointment.
GENERAL QUALIFICATIONS
Knowledge of:
Inspection methods, procedures, equipment and materials;
Materials testing procedures;
Horticultural practices and applications;
Applicable codes, safety orders and municipal ordinances;
Irrigation systems, time clocks, valves, controls;
Appropriate safety precautions and procedures;
Contract administration, including change orders.
Ability to:

See in the normal visual range, with or without correction;
Hear in the normal audio range, with or without correction;
Exhibit normal range of body motion;
Walk uneven and varied terrain for the inspection of
landscaping;
Transport materials and supplies weighing up to 50 pounds;
Operate a vehicle observing legal and defensive driving {
practices;
Work in a variety of environmental conditions including
exposure to heat, cold or noises;
Read, understand and apply complex concepts and written
materials;
Read and understand construction plans, specifications and
maintenance contracts;
Prepare reports and maintain inspection logs;
Read and maintain maps, drawings and inspection records;
Apply laws, codes and contract conditions;
Make accurate estimates of construction progress and
materials;
Understand and carry out oral and written instructions;
Establish and maintain effective relationships with those
contacted in the course of work.
ORGANIZATIONAL RELATIONSHIPS
The class of Landscape Inspector I is a technical class in the
Engineering Division. Supervision may be from a Construction
Engineer, Real Property Supervisor or designated representative.
