Synopsis of Previous Council action:
On 11-15-93, Resolution No. 93-416 was adopted ratifying the Memorandum of
Understanding with the San Bernardino City Unified School District for the
reimbursement of funds for a Drug Abuse Resistance Education (DARE) Program
I officer provided by the San Bernardino Police Department. This annual agreement
is for the fiscal year 1994/95. Assistant Superintendent Hal Boring has signed
the agreement on behalf of the school district (Exhibit A. )

STAFF REPORT
On 11-15-93, the council approved the allocation of funds to share one
half the cost of a D.A.R.E. officer with the San Bernardino City
Unified School district. This annual agreement is for fiscal year
1994-95. Assistant superintendent Hal Boring has signed the agreement
on behalf of the school district (Exhibit A. )
To execute this agreement between the Police Department and the school
district, this authorizing resolution needs approval by the Mayor and
Common Council to permit Police Chief Daniel A. Robbins to sign the
Memorandum of Understanding on behalf of the Police Department. Once
the agreement is signed by Chief Robbins and delivered to the School
district office, the city will be reimbursed by the district for the
district's portion of the officers's salary.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
6 BERNARDINO AS FOLLOWS:
7 SECTION 1 : Whereas, the Mayor and Common Council approved
8 Resolution No. 93-416 allocating funds for the City's financial portion
9 of a Drug Abuse Resistance Education (hereinafter D.A.R.E. ) officer; now,
10 SECTION 2: Therefore, be it resolved that the Mayor and Common
11 Council authorize the Chief of Police of the San Bernardino Police
12 Department to sign the Memorandum of Understanding with the San Bernardino
13 City Unified School District to execute the agreement.

Concerning an
ADDITIONAL DRUG ABUSE RESISTANCE EDUCATION (DARE) OFFICER
Project DARE (Drug Abuse Resistance Education) is a substance use prevention education program
designed to equip children with skills for making decisions, managing stress, and withstanding negative
peer pressures to use tobacco, drugs, and alcohol. The San Bernardino City Unified School District
(District)and the San Bernardino City Police Department (SBPD)have committed to jointly sponsoring
this program, and agree as follows:
The District hereby contracts with SBPD to provide an additional DARE Officer.
One-half of the DARE Officer's monthly salary and benefits shall be funded by the
District from Tobacco Use Prevention Education (TUPE) funds. SBPD may invoice the
District on a quarterly basis. This Memorandum of Understanding is contingent upon
continued receipt of sufficient TUPE grant funding. District payments hereunder shall
not exceed $32,677.20.
SBPD shall arrange for DARE Officer Training offered by the Los Angeles City Unified
School District. DARE services delivery dates will be mutually agreed upon by the
District and SBPD. All schools within the District boundaries are to be served.
This Memorandum of Understanding shall be for a period beginning July 1. 1994. through
June 30. 1995. It may be renewed, modified or terminated by mutual written consent of the parties
involved.
