STAFF REPORT
Purchase order 005574 was issued to Ford Motor Credit Company per
Council Resolution 94-72 . There was some misunderstanding between
Ford Motor Credit Company, Fairview Ford and perhaps the City on
the timing of this transaction. Ford Motor Credit Company was under
the impression that the City had chosen to purchase the 26 police
patrol vehicles direct. This was not the case (resolution 94-72 and
lease purchase financing purchase order 005574) .
As a result, the lease purchase was not funded as expected.
Interest rates have changed and presently 5.53% is a very good
rate. It is requested Council approve the resolution to Ford Motor
Credit Company for payment of 26 police patrol vehicles.
The transaction is 26 each, 1994 Crown Victoria police patrol
sedans to the City of San Bernardino specifications. Twenty-six
each, ESP premium care maintenance and wear warranty programs.
The cost for the vehicles are $495, 405. 18 per Formal Bid #F-94-16,
and interest rate is 5.53%. Six each, semi-annual payments in
advance at $88, 298. 31 each, Total payout of $529, 788.56. The cost
to finance is $34, 383 . 38 .

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A SCHEDULE
A-III ADDENDUM TO LEASE PURCHASE AGREEMENT NUMBER 33915 TO FORD
3 MOTOR CREDIT COMPANY FOR THE FINANCING OF TWENTY-SIX (26) POLICE
PATROL VEHICLES, TO BE UTILIZED BY THE POLICE DEPARTMENT IN
4 ACCORDANCE WITH BID SPECIFICATION F-94-16.
5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO A FOLLOWS:

7 SECTION 1. That Ford Motor Credit Company is the lowest and
8 best responsible bidder for the financing of twenty-six (26)
9 police patrol vehicles in accordance with Bid Specification F-94-
10 16 for the total amount of $529, 788 . 56 at 5.53% interest payable
11 semi-annual in advance over three (3) years; pursuant to this
12 determination, the Purchasing Agent is hereby authorized and
13 directed to issue Schedule A-III addendum to Lease Purchase
Agreement Number 33915 dated July 27, 1992, Resolution 92-96, for
14
said financing of twenty-six (26) police patrol vehicles to said
15
16 lowest and best responsible bidder; such award shall only be
17 effective upon the issuance of a Schedule A-III Addendum to Lease
18 Purchase Agreement Number 33915 by the Purchasing Agent; and all
19 other quotations therefor are hereby rejected.
20 SECTION 2 . The authorization to execute the above
21 referenced Schedule A-III Addendum to Lease Purchase Agreement
22 Number 33915 is rescinded if the parties to the agreement fail to
23 execute it within sixty (60) days of the passage of this
resolution.
