COUNCILMAN CURLIN'S RECOMMENDATION
MOTION A: That the Community Development Commission approve the hiring of a part-time Public Relations
Consultant for the Commission,reporting to the Chairperson of the Redevelopment Committee,at an
amount not to exceed$25,000.
AND
MOTION B: That the Community Development Commission authorize the solicitation of said consultant services by
the Redevelopment Committee for review and consideration by the Commission of the most qualified
candidate.

Public Relations Consultant For Community Development Commission
The subject agenda item is initiated by and placed on the Commission agenda at the request of
Commissioner Dr. Curlin(see attached letter). Dr. Curlin urges hiring of a part-time public
relations consultant at a fee not to exceed $25,000. While the rationale is more detailed in the
Commissioner's letter the idea is essentially to improve communication with the public which will,
in turn, booster Agency business recruitment/retention activities, provide statements to accurately
inform the public about high profile activities and enhance the public image of the Agency/City.
Based on the foregoing it is recommended the Commission adopt the form motion.

Communication, accurate, complete and relevant is the consistent watchword of the majority
of relationships. It is the key to informed understanding and mutual respect. While there is
no guarantee, its presence will often lead to mutual agreement and facilitate an understanding
of respective although opposing positions. The lack of good communications can and often
does make or break relationships. It is the Community Development Commission of
particular concern herein.
Normally, the target audience of staff generated agenda reports are the Commission members
themselves because they set policy which ultimately dictates the implementation of rules,
regulations, contracts and the outcome of relationships. Conversely, the primary audience of
the Commission members is the public that elected them to represent the community and use
their best judgment. Clearly, responsive and timely communication is critical to the
Commission's responsibility to interact with, inform, and educate the public.
I feel we can, and should, do a better job in this regard, but it will need focused attention
dedicated to the single task of identifying the most effective method of communicating with
the public. Success in this regard should enhance the public image of the Agency and, by
extension, its continuing efforts ill business recruitment arnl Detention.
