The parking lot is needed for temporary parking during archaeological investigation and construction of the Superblock. IBACKGROUND Archaeological investigation of the Superblock began in May 1994, starting with the old Platt Building site. Since that time Statistical Research Incorporated, the archaeologist under contract, has investigated and remediated the old Platt Building site and a portion of public parking lot #2. Due to the lack of available parking, archaeological investigation of the northeast corner of 4th and "E" Streets parking lot (County Department of Public Social Services-DPSS and Associated Technical College parking lot) has been postponed until the relocation of the Central Police Station is completed. I AGENCY OBLIGATIONS The Economic Development Agency is obligated under current leases to provide dedicated parking to the County Department of Public Social Services (DPSS) and Associated Technical College (ATC). The Agency must provide 60 dedicated parking spaces and 70 public parking spaces (in addition to those on Public Parking Lot #)1 within 1,000 feet of the DPSS building located on the southwest comer of 5th and "E" Streets. The 60 dedicated parking spaces are now located on a temporary parking lot at the northeast corner on 4 and "E" Streets. The 70 spaces of public parking are located in a new parking lot on the northwest corner of 4 and "E" Streets. In addition, the Agency must provide 46 dedicated parking spaces within a one-half block of the ATC Building located on the southeast corner of 4th and "E" Streets. These 46 spaces are located on the northeast corner of 4th and "E" Streets. Due to these existing lease obligations and the lack of large blocks of existing parking within the distance required by the DPSS and ATC leases, it is necessary to build a temporary parking lot on the only Agency owned vacant parcel in downtown: the northwest corner of 5th and "E" Streets. Once the temporary parking lot is constructed on the northwest corner of 5th and "E" Streets, the 46 dedicated ATC spaces will be moved across the street to the northwest corner of 4th and "E" Streets. The 60 dedicated DPSS iparking spaces and 60 of the 70 public spaces will be relocated to the new temporary parking lot on the northwest corner of 5th and "E" Streets. M With this plan, the Agency will be able to meet its lease obligations to both DPSS and ATC during the time archaeological investigation and construction of the Superblock. LOW BIDDER On August 30, 1994 , six (6) bids were received and opened by the Public Works Department. Of the six (6) bids received, Eastland Construction, Inc., of San Bernardino was the low bidder with a bid of$67,062.40 (see bid tally attached). Eastland Construction, Inc., has exceeded the adopted minority and women-owned business enterprise goals of 16% and 6% respectively. The following summarizes the costs necessary to complete the construction of this temporary lot. Without the construction of this parking lot, the Agency will not be able to meet its leasing obligations to DPSS and ATC. The cost of this lot will be reimbursed to the Agency by the State as part of its lease of the Buildings and the Parking Garage on the Superblock.
