Recommended motion:
That Change Order No. 3 to the contract with Matich Corporation,
for the construction of Street Improvements on Tippecanoe Avenue,
"C" St. (Sheppard Blvd. ) and Del Rosa Drive, in accordance with
Plan No. 9053, be approved; to authorize the Contractor to install
an ATS Communication conduit on Tippecanoe Ave. , "C" St. & Del Rosa
Ave. , at an increase in the contract price of $95, 486. 87; from
$4 , 247 , 813 . 00 to $4 , 343 , 299 . 87 .

STAFF REPORT
Extensive disussions were conducted with all known
existing utility companies, relative to the improvement of
Tippecanoe Avenue, "C" Street (Sheppard Boulevard) and Del Rosa
Drive on the former Norton A.F.B. The purpose of these dis-
cussions was to work out the details of how the "backbone"
utility facilities , to serve the reuse of Norton, would be
provided.
It was decided that the necessary conduits, manholes,
vaults, etc. would be installed in two trenches as a part of the
street improvement contract. This arrangement would ensure that
adequate utility facilities would be available to serve the new
uses to be developed, and to allow all utilities to be under-
ground.
After construction was commenced, a request was received
from ATS (formerly MCI and Western Union) that a conduit and
appurtenant facilities be provided to allow them to install a
communication cable. IVDA has reviewed this request, and de-
termined that availability of this utility would enhance their
efforts to attract new users .
The Contractor has quoted a price of $95, 486 . 87 for
furnishing and installing conduit and appurtenant facilities in
one of the two utility trenches, for the ATS communication cable.
We have reviewed this price, and feel that it is fair and
reasonable for the work involved.
A grant has been secured through the U.S. Department of
Commerce, Economic Development Administration, to finance 75% of
the total project cost. The 25% local agency share will be
provided by IVDA. No City funds will be used to finance the cost
of this project.
The cost for the extra work will be charged to Account
No. 242-362-57291 .
The representative from the United States Economic De-
velopment Administration has reviewed and approved this extra
work.
There is an approximate balance of $650, 000 in contin-
gencies, that can be used to finance the cost of this change
order.
We recommend that Change Order No. 3 be approved.
URGENCY CLAUSE:
The Contractor has started work and this change order needs to be
approved at the Council meeting of 9-6-94 , in order to avoid
delaying the work.

The following changes are hereby made to the CONTRACT DOCUMENTS:
Perform the additional work of installing an ATS communication
conduit (MCI/Western Union) in conjunction with the backbone
utilities , located on Tippecanoe Avenue, "C" Street and Del Rosa
Drive. The work shall be performed as directed by the Resident
Engineer, in accordance with contract plans and specifications,
and as indicated in Irish Construction' s letter of 7/18/94 (See
attachment)
Justification:
The construction plans and specifications call for the installa-
tion of conduits and pipeline for the entire backbone utility
system within the project boundaries, however, the existence of
the ATC communication svGtem on Norton A.F.B. was not identified
as an existing utility until aster the project bid date. In order
to provide a complete backbone utility system, the installation of
the MCI/Western Union conduit will need to be installed.
