At the request of the department, appropriate specifications were prepared, published and furnished to area supplies. Bids were publicly opened and declared on July 12, 1994. The following is a summary of bids received. The City received six (6) responses. One response was a No Bid, one did not submit a bid bond, therefore disqualified as a valid response, and four valid bids. At the August 15, 1994 Council Meeting, the Council asked that the references for Gibson Bros. Janitorial be verified. Attached are the results of my reference check on July 18, 1994 (Attachment 1). The results of my August 22 reference check are as follows: 1. Hughes Aircraft - 945-8122, Numerous calls to this number yielded no response. The phone company has a listing of 945-7000. Numerous calls to this number yielded no response also. I asked the phone company for a Lockheed listing in Rancho Cucamonga and there was no listing. 3. Fox Realty - 884-7211. The number is incorrect. The correct number is 825-9776. I spoke to Hy Fox who rated Gibson Bros. as very good. They have used Gibson Bros. for five years, at two locations on Court Street. 5. Aromatic Industries - 428-0200. Wrong number, correct phone number is 428-0800. Aromatic Industries has been using Gibson Bros. for one year to clean approximately 6,000 sq. ft. , with good service. After this follow-up investigation on Gibson Bros. , the vendor has one very good reference, two good references, one banking reference, and one reference that did not respond. -0264 F-95-05 Specifications as bid have been reviewed with Facilities Management and the Purchasing Agent who concur that the bid of Gibson Bros. Janitorial Service meets specifications and requirements. It is therefore recommended that the bid be accepted for contract. The equipment funding is in the F/Y 94-95 budget. awes W. Facilities Management SUBJECT: BID ;F 95-05 CUSTODIAL SERVICES DATE: July 18, 1994 COPIES: ------------------------------------------------- I have reviewed the bids received for custodial services at Feldheym Library. The apparent low bidder, Gibson Brothers, submitted a list of five references who I have contacted. The results of those contacts Is as follows: 1. Hughes Aircraft, Rancho Cucamonga - no longer in business. _. San Manuel Indian Bingo, San Bernardino - rated their service as good, they clean only the bingo room. !. Fox Realty, San Bernardino - The number given by Gibson Brothers was the wrong number. Further attempts to contact Fox Realty were unsuccessful. 4. Chino Valley Bank, San Bernardino - This is a banking reference, Gibson Brothers do not service their buildings. S. Aromatic Industries, Fontana - Three attempts on different days were unsuccessful in trying to contact this company. I do not consider this to be a very positive reflection on Gibson Brothers. The reference list was obviously out of date and not accurate. I recommend this vendor be dropped from consideration. The second apparent low bidder was American Building Maintenance, who also included a reference list, with nine (9) companise listed. Lighting, Mira Loma, ABM has done their custodial work for one year, with very good services. Z. Vanir Development, San Bernardino, ABM has been their contractor for three years; their pork is "fantastic." S. MGR Services, Upland, ABM has been their contractor for three (3) years, service is okay. 4. Wells Fargo, San Bernardino, Did not respond to phone calls. 5. City of Chino Hills, ABM has been their contractor for two years with very good service. S. University of Redlands, Redlands, ABM has been their contractor for eight (8) years, providing excellent service. Z. R • B Commercial Management, Rancho Cucamonga, ABM has been their custodial contractor for 3 years, with excellent service. S. CBS Property Services, Claremont, ABM has been their contractor for 21 years, with excellent service. 5. GE Capital Mortgage, San Bernardino, ABM has been their contractor for one (1) year with very good service. i I must therefore recommend the contract for custodial services at Feldheym Library be issued to American Building Maintenance. Janitorial Service is the lowest and 8 best responsible bidder for the furnishing and delivery of custodial 9 service for Feldheym Library in accordance with Bid specification F-95-05 10 for the total amount of $38,268 per year; pursuant to this determination, 11 the Purchasing Agent is hereby authorized and directed to issue a 12 purchase order for said custodial service for Feldheym Library to said 13 lowest and best responsible bidder; such award shall only be effective 14 upon the issuance of a Purchase Order by the Purchasing Agent; and all 15 other quotations therefore are hereby rejected. 16 SECTION 2. The Facilities Management Department did a background and service performance check on the two lowest bidders. The lowest bidder, Gibson Brothers, was found unfavorable by Facilities Management in the reference contact. The second lowest bidder, American Building Maintenance., had reference contact that reflected excellent service performance. . Specifications as bid have been reviewed with Facilities Management and the Purchasing Agent who concur that the bid of American Building Maintenance meets specifications and requirements. It is therefore recommended that the bid be accepted for contract. The equipment funding is in the FY 94/95 budget.
