Recommended motion:
That Lt. W. D. Smith be authorized to participate in the Community Police
Consortium to be held in Washington D.C. from September 7, 1994, through
November 30, 1994, and that a police sergeant be certified to the position
of police lieutenant during his absence.

STAFF REPORT
The community Police Consortium was created by the federal
government following President Clinton' s campaign promise to put
100, 000 community policing officers on the street during his term.
After the presidential elections, Vice President Al Gore completed
a study called "Reinventing Government" . Part of his
recommendation was to consolidate all training provided by the
federal government under a single organization. The organization
was created to perform this -function was the Community Policing
Consortium. The consortium will be responsible for national
training on community policing for local and county police
agencies .
Stephen Gafagan, Director of the Community Policing Consortium, has
requested that Lieutenant Smith go to Washington D.C. from
September 7, 1994, through November 30 , 1994, to help create the
training format for the consortium. Lieutenant Smith' s
responsibilities will be to provide technical assistance to police
agencies throughout the country who request assistance from the
consortium to implement community policing.
The strategies that will be developed to assist police agencies
will also be shared with San Bernardino. Lieutenant Smith' s
exposure to other agencies' practices will also provide additional
insights and strategies for our agency. The consortium will fund
all hard cost incurred (housing, transportation, typing, editing,
etc. ) The only requirement is that the city continue to pay his
wages during his time frame in Washington.
A sergeant will be certified to the position of a lieutenant to act
in Lieutenant W.D. Smith' s capacity in his absence.
