The agreement specifically provides for the provision of security at the Metrolink Station. SANBAG has agreed to reimburse the Agency for the cost of security for the first two years. Thereafter, it will be the responsibility of the EDA to fund the security at the station. It has been determined that security coverage of 16 hours a day is sufficient at the San Bernardino Station. Due to the immediate opening of the Metrolink Station and urgency of providing adequate security, staff issued a purchase order to Bennett Security Service for an amount not to exceed $10,000. However, due to the long term needed for this service, it is appropriate to seek Commission approval of a contract for services. Staff attempted to seek bids from competitive security companies, and only received bids from Bennett Security ($10.50/hr) and mall security ($10.75/hr plus). The recommended action will provide the Agency an opportunity to continue the services with Bennett Security on a month-to-month basis. It is important to note that the Agency will obtain reimbursement from SANBAG for all costs incurred for the first two years; however,this provides us the ability to pay for security services when rendered.
