This new Small Business Loan Program will replace the old existing Economic Development Program (EDP) Small Business Loan Fund whose funding is near depletion. The program was not recapitalized after the old now-defunct Economic Development Council assigned the program to the city. Key changes in the proposed Small Business Loan Program are highlighted below: 1. Business-User Friendly - The new Loan Information Package and loan review process has been streamlined in an effort to make it more business-user friendly. 2. Networking and Technical Assistance - A stronger emphasis will be placed upon providing and making available sources of technical assistance. Staff is pro-actively developing a network of resources to include banks, educational institutions, business development centers, outside professionals, the Private Industry Council, and our local Chamber of Commerce. For example, the Agency in cooperation with San Bernardino Valley College, will offer a ten (10) week Business Management Certificate Program this fall geared towards the specific needs of small business. Technical assistance may also come in the form of referrals to other sources of financing, such as SBA 71, SBA 504 HUD Section 108, and the State Small Business Loan Guarantee Program. 3. Leveraging and Recycling Funds - The Program has been expanded to include the addition of a Loan Guarantee component as well as a Collateral Deposit Assistance Component. Through these avenues, we can work with local lenders to make additional private financing available. The new Small Business Loan Program will continue to function as a revolving loan fund so that repayment of existing loans will return to the fund, recycle and become available for infusion into new loans. 4. Aggressive Marketing - A comprehensive marketing effort will be launched independently and enhanced through our growing network of resources. Tri-fold brochures are in the development stage; ads and news releases can be place in San Bernardino Business, Inland Empire Business Journal, The Sun, the minority weekly newspapers, Main Street Newsletter, cable TV bulletin boards, and public service spots can be run on local radio stations. In addition, we will coordinate our marketing with local Project Area Committees, Citizen Advisory Committees and business and merchant associations. Staff recommends that a Small Business Loan Committee be created and be comprised of community representatives with expertise in the field of business and financial management, i.e., bankers, financial consultants, successful small businessmen and women, insurance providers and related professions. Good loan prospects meeting the established eligibility and selection criteria of the program will be forwarded to a Small Business Loan Committee for final approval and/or disapproval. Staff will develop and submit a list of Small Business Loan Committee candidates to the Community Development Commission for its review and approval. FUNDING RECOMMENDATION The balance of funds in the existing EDP Small Business Loan Fund is approximately $30,000. The recommendation is to commit an additional $500,000 to capitalize the new Small Business Loan Program. Loan assistance may come in the form of loan guarantees, collateral deposits as well as direct loans. By revolving the loan funds and introducing loan guarantees and collateral deposits into this program, we hope to maximize our leverage i capabilities to capture additional financing dollars to assist small businesses. These opportunities are open to small businesses operating within redevelopment project areas. Businesses owned by women and minorities are encouraged to apply for assistance. The Small Business Loan Program will provide loan assistance in the amount of $5,000 to $75,000 to eligible businesses. Businesses engaging in lawful activities and proving financial integrity, overall sound business practices and solvency are good candidates for participation. The Loan Fund will be operated in a manner consistent with normal banking practices. However, business sensitive terms and rates of repaying loans may be negotiable, depending upon a variety of factors. The onus to prove creditworthiness will rest solely with the loan candidate. This may be accomplished through the submission of adequate financial statements and other data that demonstrates good business practices and acumen. Development Department staff will be available to provide or refer technical support services to eligible businesses in preparation for the review process. Questions regarding this package may be directed to: Development Department Development Division Attention: Small Business Loan Program 201 North "E" Street, Third Floor San Bernardino, California 92401 (909) 384-5081 BACKGROUND/PURPOSE The City of San Bernardino has established the Small Business Loan Program as part of its economic revitalization program under the direction of the City's Economic Development Agency. The Agency has undertaken efforts to enhance economic activity, encourage the growth and development of small businesses and promote economic revitalization within the community. This effort is especially targeted towards economically depressed redevelopment project areas. The Small Business Loan Program is designed to encourage the retention and expansion of businesses already located in the City, as well as to attract other businesses to relocate to and expand in San Bernardino. Through this program, the City hopes to improve its overall economic growth, provide needed gap financing loan opportunities, create job opportunities and increase the quality and quantity of goods and services. PROGRAM COMPONENTS Existing Small Business Loans Direct loans are made available to small businesses which have been in existence with a proven track record of at least two (2) years. One of the main objectives is to provide existing businesses within the City of San Bernardino with improved access to financial resources necessary for growth and expansion. Loans are also available to existing businesses that are interested in relocating to San Bernardino. The interest rate for direct loans to established businesses is generally the prime interest rate plus two percent. The interest may be reduced further by 1/4 percent for each new permanent job created down to a minimum of 6%. 7 DEVELOPMENT DEPARTMEN''° Small Business Loan Program Page Number - 2 - As a general rule, start-up businesses (in business less than two (2) years) are not eligible for financial assistance under the small business loan program due to the high risk and speculative nature of these functions. In exceptional cases, the two (2) year requirement may be waived based upon factors such as the personal background, financial capacity, equity participation and experience of the principals, benefit to the project area goals/community and sound financial I business plans. Loan Guarantees i The Loan Guarantee Program is also available to assist businesses in obtaining financing with local lenders. The program may guarantee all or a portion of the loan, and will be used to stimulate access to capital for growing firms that need financing for expansion. Collateral Reserve Deposits In cases where a lender will consider providing financing if additional collateral or equity is obtained, this program may provide the additional collateral pledge in the form of a Collateral Reserve Deposit Account. A borrower will typically be required to provide a minimum percent of the total project costs as equity. Technical Assistance and Networking Staff will provide a preliminary assessment of each business to determine any demonstrated need for technical assistance in such areas as business planning, financial management, inventory control, marketing and related issues. The Agency maintains a network of resources available for referral. Partial resources include the Minority Business Development Center (MBDC), National Economic Development Association (NEDA), Inland Empire Economic Partnership (IEEP), Small Business Administration (SBA-SCORE), outside professional consultants, and local educational institutions such as the San Bernardino Valley College and California State University at San Bernardino. The Agency will endeavor to develop and expand its information network with organizations such as the Chamber of Commerce, the local Private Industry Council and various local business and merchant associations. ELIGIBLE ACTIVITIES Funds may be used for new construction, interior or exterior rehabilitation, leasehold improvements, purchase of equipment, real property acquisition, furniture and fixtures, working capital and the refinancing of existing debt. The borrower will be required to provide documentation to show that proceeds are used for the stipulated purposes outlined in the loan agreement. ELIGIBLE BUSINESSES A business must meet the following criteria in order to be eligible for assistance: 1. The business must have a City business license. 5. Be a for-profit retail, manufacturing, wholesale or service company. 6. Be located within an approved City of San Bernardino Redevelopment Agency Project Area. SELECTION CRITERIA Loans will normally be processed on a first-come, first-served basis. The Agency, however, reserves the right, given limited funding resources, to approve loans according to their comparative merit and strength. The critical test that each business must meet is creditworthiness as determined on the basis of a normal credit analysis. Although the consideration of financial stability, viability, creditworthiness and overall health of the business is paramount, additional consideration will be given to the following priorities: 1. Permanent job creation and retention, particularly for low and moderate income residents. The competitiveness of employee salaries and benefits may also be considered. 2. Emphasis will be given to a business currently located in or relocating to a City redevelopment project area. 3. Ability to obtain maximum leverage/match in private sector financing dollars. 4. The provision of increased quality/quantity of needed goods and services to the local community. A business is encouraged to direct its primary outlet for goods and services within the City. 5. Addressing necessary health and safety code issues. This would include seismic reinforcement for earthquake safety. 6. Rehabilitation, restoration and beautification efforts directed at promoting the business environment by removing blight through aesthetic improvements. 7. Review of Application to Determine Eligibility and Financial Strength. Staff will review the application for project and business eligibility and conduct a financial analyses to include review of income tax returns, balance sheets and income statements, pro-formas indicating projected income, expenditures and cash flows, applicable licenses, personal background and references, payment history, and overall business plans. If appropriate, the applicant may be referred to another entity for technical assistance in order to strengthen the applicant's business portfolio. If the business is determined to be unable to support a loan application for which the applicant has provided all requested evaluation material, the Development Department will issue a letter of denial outlining the reasons for its determination. 2. Site Visitation If the applicant appears to be a good loan prospect, staff will proceed to conduct an on-site visit to assess the facility, the overall business operation and the appropriateness of the site. 3. Terms of the Loan The structure and terms of the loan are discussed and loan documents are finalized, reviewed and signed by the borrower. 4. Loan Committee Review The Development Department will prepare a recommendation for review by the Loan Committee. The Loan Committee will render final approval on all loan applications.
