On April 29, 1993 the Community Development Citizens Advisory
Committee recommended approval of $38,400 in Community Development
Block Grant (CDBG) funds to extend the existing consultant contract of
Pat Leathers and underwrite Graffiti Abatement activities within CDBG
eligible areas.

MOTION: That the Mayor and Common Council appropriate $38,400 in FY
93/94 CDBG funds to finance graffiti abatement activites for
the period beginning July 1, 1993 and ending June 30, 1994
(replaces tax increment funds) .

GRAFFITI ABATEMENT PROGRAM
On January 6, 1993, pursuant to Commission approval, the Agency staff
executed a ninety (90) day agreement with consultant Patricia Leathers
to coordinate a City-wide clean-up event for the first quarter of 1993.
The effort was a tremendous success and the contract with Ms. Leathers
was subsequently extended to the end of June 1993. The Commission, 1993
subsequently, took action to again extend the contract from July 1,
to June 30, 1994 utilizing Agency tax increment funds with the
understanding that the City Administrator's Office would apply for CDBG
funding.
Currently, the City has three ways to address the proliferation of
graffiti. This is possible through the Agency's agreement with Los
Padrinos, the current agreement with Ms. Leathers and a one-time grant
to the City administered by the Public Services Department.
On April 29, 1993, the Community Development Citizen Advisory Committee
(CDCAC) reviewed the City Administrator's application for $38,400 in
CDBG funding to extend Ms. Leathers' contract and graffiti abatement
efforts and recommended the Council approve it accordingly. Due to the
source of funds, programmatic activities must be restricted to
redevelopment project areas and census tracts in which a majority of the
residents are within low to moderate income categories. This is in
contrast to the current City-wide approach made possible by the use of
less restrictive funds. However, it is a limitation in form rather than
substance.
The anti-graffiti activities of the consultant and Los Padrinos have
measurably reduced the degree and earlier "growth" rate of these acts of
defacing public and private properties. This two-prong attack (absent
the one-time grant) can continue to occur by operations related to the
following on-going strategies to reduce or eliminate graffiti:

The foregoing actions have been effective. The combination, focus and
coordination of these activities have reduced the level of graffiti
within the City and spurred a new level of business confidence in
specific target areas.
