• Step 11 is being requested because this person will be responsible for codifying
the municipal code, which requires a level of technical skill unavailable in City o
Hall and saves the city the codifying service. Additionally, this position will be E
responsible for updating City Clerk web pages and assisting with the a
administrative duties of the Fine Arts Commission. Additionally this person will N
also be required to provide back up at all position levels as needed (i.e. Records
Management, Deputy City Clerk, and Passport Services) which requires multiple
levels of municipal clerk experience. She is a San Bernardino resident and has L
been working in the clerk's office in a part-time capacity for over a year.

Justification/Reason for Request 2
The City Clerk's Office experienced a severe reduction in staff in July 2012 of 43%, in a
response to the need to reduce department expenditures as the City faced bankruptcy.
Since this time staff has struggled to maintain the workload that was absorbed from

items becoming backlogged and a huge strain on existing staff. Certain services
provided by the City Clerk's Office were eliminated, but have been re-introduced due
to the high demand (Passport Acceptance Facility closed in 2012, but was re-opened
in July 2014). Due to an increase in customers frequenting the City Clerk's Office and
the need to eliminate backlog, the City Clerk would like to fill a full time Senior Office
Assistant (U) position.

• It is imperative to fill this position at this time; it has been vacant since October 24,
2015, and the additional workload that has been shared by two other secretaries is
steadily increasing. Ms. Davis has the knowledge and experience required for this
position and is excited to become a contributing team member within the City
Attorney's Office.

Ericka is a graduate of Cal State University San Bernardino (CSUSB) with a master w
degree in Public Administration. She began working for the City as a paid graduate Q
student intern on October 27, 2014. Ericka gained valuable experience during her
internship with the City performing a wide variety of assignments in the Mayor's Office
working directly for the Mayor's Chief of Staff. Through an open recruitment process
Ericka applied and successfully competed for the Assistant to The Mayor I (U) position.
The interview process determined Ericka to be the best candidate. This position is fully
budgeted in the Fiscal Year 2015-2016 Annual Operating Budget.
