As a result of the agreement with Elmore Sports Group,Ltd.,to lease and operate the San
Bernardino Soccer Complex, Mr. Frink's position as a Community Services Center
Supervisor will be eliminated. Mr. Frink has elected to accept a demotion to a a
Community Recreation Program Coordinator position as allowed under Civil Service
Rule 511-Reduction in Force. Mr. Frink will be filling a vacant position within the
Department.

Police Department staffing has been established at 151 Police Officer positions. Due to patrol
staff shortages hiring must occur in order to replenish staffing of sworn officers. This candidate
is recommended to fill one of the budgeted positions that is currently vacant. Mr. Hines was
selected after a testing process that identified him as suitable to fill the position of Law
Enforcement Trainee.
