STAFF REPORT
Per the request of Manuel P. Moreno, Jr., Director of Public Services, the classification of
Recycling Coordinator is being established, in order to comply with State law, specifically,
the California Integrated Waste Management Act (AB 939).
A Job Analysis is attached. The salary is being established at Range 2393, $3,149 - $3,306 -
$3,471 - $3,645 - $3,827 per month.
The annual compensation for the position, including 21.37% for variable fringe benefits that
rise with salary, ranges from $45,863 at Step 1 to $55,738 at Step 5. If filled at Step 2, the
annual compensation would be $48,150.
The proposed job description will be submitted for approval by the Civil Service Board.

RECYCLING COORDINATOR
I. BACKGROUND
In April of 1992, Manuel P. Moreno, Jr., Director of Public Services, sent a memo
to the Personnel Department regarding the need for the creation of a new position in
the Refuse Division of the Public Services Department entitled "Recycling
Coordinator." This action was prompted by compliance with the California Integrated
Waste Management Act (AB 939). According to the memo, the City's Source
Reduction and Recycling/Household Hazardous Waste Elements were prepared by
Public Services department staff and have been adopted by the Mayor and Common
Council. Several other applicable laws and regulations have also been enacted by the
State Legislature which require compliance by all California municipalities.
Since many solid waste management related programs will be implemented in addition
to current Refuse Division operations, it is necessary to create the Recycling
Coordinator position to assist the Superintendent of Sanitation. Many agencies
throughout the state have already established such positions.
U. ANALYSIS
A. Job Description
Personnel staff met with Manuel P. Moreno, Jr., Director of Public Services,
and Kevin Barnes, Superintendent of Sanitation, to discuss the following
aspects of the Recycling Coordinator position:
• Duties performed
• Minimum qualifications
* General knowledges and abilities
* Physical requirements
* Organizational relationships
The department completed a Physical Requirements Questionnaire for the
position, in order to be able to include elements essential for compliance with
the Americans with Disabilities Act into the job description.
A number of California agencies were contacted for copies of their job
descriptions for the position of Recycling Coordinator. The descriptions
received were reviewed for similarities to the duties of, and qualifications for
our position.
A draft job description was prepared and submitted to the department for
review and comment. All appropriate changes were implemented in the
revised draft (Exhibit A).

B. Salary Survey
Personnel staff conducted a salary survey for the position of Recycling
Coordinator. Seven Southern California cities were surveyed. Data collected
included level of education and salary range for a Recycling Coordinator. Six
of the survey cities required a Bachelor's Degree in business administration,
one of the physical sciences or a closely related field. Also, journey level
experience was required in research and analysis, solid waste management or
responsible administrative work. All of the survey cities required a Class "C"
California driver's license.
Salaries for the seven cities ranged from a low of$2,298/month to a high of
$5,296/month. The average low and high salaries for the position are
$3156/month and 3977

the salary survey are summarized in Exhibit B.
C. Organizational Relationships
The position of Recycling Coordinator will report directly to the
Superintendent of Sanitation. The coordinator may supervise employees
assigned to the recycling program. A proposed organizational chart for the
Public Services Department, Refuse Division, is attached as Exhibit C.
III. CONCLUSIONS AND RECOMMENDATIONS
The foregoing data leads to the following recommendations:
A. Establish the position of Recycling Coordinator in the Refuse Division of the
Public Services Department at Range 2393, $3,149-$3,827/month. This is
approximately 32% below the position of Superintendent of Sanitation.
B. Finalize the job description for the Recycling Coordinator position, prepare for
inclusion in the staff report to the Mayor and Common Council, and submit to
the Civil Service Board.
C. Update the current Public Services Department, Refuse Division,
organizational chart to reflect the creation of this position and its proper
placement within the division.

RECYCLING COORDINATOR
JOB DESCRIPTION
Under general supervision, to plan, develop, coordinate and
implement the City's waste reduction and recycling programs and to
assure the City's compliance with the California Integrated Waste
Management Act and related federal, state, and local regulations.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Coordinates, directs, evaluates, expands and promotes the city's
various recycling programs; assists in evaluating feasibility of
implementing waste reduction and other recycling programs in the
city; provides staff support to Refuse Superintendent to administer
programs and serves as liaison between city and community on waste
management matters.
Represents city in inter-agency solid waste planning work groups
and makes educational presentations; provides technical assistance
and coordination for development and utilization of a materials
recovery facility in/or serving the city; researches and develops
markets and outlets for recyclable materials.
Supervises and trains refuse staff and supervisors assigned to the
recycling programs; assists in development and preparation of grant
applications; researches and prepares various reports and
statistical data as required; routinely adheres to and maintains a
positive attitude towards City and Department goals; and performs
related duties as assigned.
MINIMUM QUALIFICATIONS
Equivalent to a Bachelor's degree from an accredited college or
university with major course work in business administration,
public administration, environmental studies, one of the physical
sciences, or refuse or recycling management; and, two years
experience in coordinating/supervising a recycling or solid waste
management program, preferably with a public agency, regulatory
agency or community group.
One additional year of the specified experience may be substituted
for up to one year of the required education on the basis of the 30
college semester units in one of the areas above being equivalent
to one year of experience.
Possession of a valid Class "C" California Driver's License is
required.

GENERAL QUALIFICATIONS
Knowledge of:
Federal, state and local laws as they pertain to solid waste
management, and principles and practices of local
government functions and operations;
Grant writing and program budget administration;
Basic principles or practices of personnel supervision and
training;
Materials, equipment and methods used in recycling operations;
Basic principles and practices of public relations;
Standard office practices and procedures, including file
maintenance and use of office equipment.
Ability to:
Prepare accurate and concise reports, records and letters;
Perform accurate calculations, computations and analysis,
including using a computer system;
Exercise independent judgement and initiative within general
policy guidelines;
Communicate effectively, both orally and in writing;
Work cooperatively with City staff, citizens, contractors,
school personnel and special interest groups;
Establish and maintain effective working relationships with
those contacted in the course of work;
Coordinate recycling operations with refuse operations;
Train and supervise field personnel;
Transport up to 30 pounds in the course of work;
See in the normal visual range with or without correction;
Hear in the normal audio range with or without correction;
Work indoors and out in a variety of environmental conditions,
including hot and cold temperatures, heights and small
enclosed spaces, noises, vibrations, fumes and dust.
ORGANIZATIONAL RELATIONSHIPS
The class of Recycling Coordinator is a working supervisory
position in the Refuse Division. Supervision is received from the
Superintendent of Sanitation. Supervision is exercised over refuse
operator personnel assigned to the recycling program.
