As such, the services of a security company are required to monitor, protect, and facilitate the convenient use of the facility by community organizations and groups. Security services at the PEC building has been provided for some time by Seibert Security. This service was arranged by the property management company, Interpacific Asset Management. Staff, however, became dissatisfied with the quality of service provided by Interpacific and, pursuant to the contract terms, subsequently terminated the agreement for property management services. As such, staff is securing the placement of all necessary vendors that provide services to the PEC building. This will be achieved by developing contracts that are between the Agency and service providers rather than between the service provider and the previous property manager. The action is necessary to assure the continuation of building services. It also gives staff adequate time to review each service provider and consider the future benefit of hiring another property manager whose services would be approved by the Commission. Staff has received and reviewed four bids for security services, including one from the current service provider. Seibert Security (the current service provider) submitted the attached bid which has been found by staff to be highly competent and the least expensive. PROPOSAL COMPARISONS Seibert Security is an Colton-based firm which has been providing security service at the PEC building. It conducts an extensive training program which is required of all security officers in addition to the State mandated courses. Currently, Seibert Security is providing three officers to work at the PEC building. These three officers are familiar with the scheduling system established by the Agency to facilitate community use of the building. Additionally, Agency staff has established a working relationship with these officers which ensures a smooth operating facility. Essentially, SePAC proposes to provide the same scope of services as Seibert at a rate of $9.75 per hour. Staff also received a bid from Royal Protection Private Security of San Bernardino. Royal Protection proposes to provide uniformed security officers at the PEC building for a rate of $9.50 per hour. Guardsmark is a reputable nationwide organization with a local office in Santa Ana. The services provided by Guardsmark are quite comprehensive. Although the services proposed are extensive, staff feels these services are beyond what is necessary to adequately protect the PEC building. Guardsmark proposes to provide security services for $10.60 per hour. PROPOSED CONTRACT Staff proposes to utilize the services of Seibert Security by placing a security officer at the PEC building from the hours of 7:00 a.m. to 11:00 p.m. , Monday through Saturday. These times are the hours in which the community is allowed to utilize the facility. In addition to providing protection for the PEC building, the security officers will open rooms for organizations to use (at the direction of staff), and advise staff of necessary repairs to the facility and other situations which may need addressing. As previously mentioned, security officer services will be provided at a rate of $8.50 per hour, for an average monthly cost of $3,612 (assumes an average of 425 hours per month) .
