MT. VERNON AVENUE The Agency-owned property located at 578 N. Mt. Vernon is between Sixth and Spruce Street on the west side of Mt. Vernon Avenue. It is a significant parcel in one of the largest blocks of the Paseo Las Placitas Specific Plan. The structure on the site is an uninhabitable unreinforced masonry building that is economically infeasible to rehabilitate and seismically reinforce. The property is incompatible with the specific plan and the prudent course of action is to demolish it. The Planning and Building Services Department concurs in this physical description of the building's condition and also recommends it be demolished. There is currently a sufficient amount of Community Development Block Grant (CDBG) funds to demolish the property and the proposed action is an eligible use. Demolition of the property would remove a blighted building that poses an image diminishing blemish on the Agency and poses a potential legal liability. Correspondingly, it would also clear the site and facilitate implementation of the Specific Plan. Staff recommends adoption of the form motion. I KENNETH J. The time frame for processing a Demolition Permit application is from two days to two weeks, minimum. Demolition Permit Applications for post-1941 buildings shall include the following items: a. City Application for Demolition Permit. b. Location Map. C. Address and/or location of the building/structure proposed for demolition. d. Assessor Parcel Number of the property. e. Year built (within + or- 10 years). f. Clear color photograph of each building elevation (minimum size 3-1/2"x 5"). g. Deed of Record (or Grant Deed) indicating current property owner. h. If applicant is not current property owner,submittal of a certified Letter of Authorization from the property owner. i. Property Profile Report (current within 90 days). A Preliminary Title Report may also be required. j. Demolition Permit Fee. Note: All application materials must be submitted for an application to be processed. This 3,400 square foot unreinforced masonry building is a key parcel within the Paseo Las Placitas Specific Plan Area. Located between Sixth Street and Spruce Street on the west side of Mt. Vernon Avenue, this property is a significant parcel in one of the largest blocks within the Specific Plan area. As such, it is important that the Agency gain control of this site to better promote the goals of the Paseo Las Placitas Specific Plan. In addition, this unreinforced masonry building is uninhabitable in its current condition and must either be seismically reinforced or demolished. After purchase of the property, staff will seek the approval of CDBG monies for the demolition of all improvements and structures on the site. Staff will also seek CDBG monies for the demolition of improvements and structures on two sites directly south of the subject parcel. The completion of demolition activities on the three sites will greatly accelerate the redevelopment of the area in accordance with the Specific Plan.
