Synopsis of Previous Commission/Council/Committee Action(s):
During the Fiscal Year 1992/1993 the Mayor and Common Council approved
$69,000 in Community Development Block Grant (CDBG) funds for the Fire
Department's Earthquake Resistant Bracing System (ERBS).

MOTION: That the Mayor and Common Council approve a change in the
Earthquake Resistance Brace System Program from CDBG
loans to grants not to exceed $4,500 (ERBS), and
authorize the City Fire Department to administer the
grant program.

On June 1, 1992, the Mayor and Common Council approved the Fire
Department's request for $69,000 to implement the Earthquake Resistant
Bracing System (ERBS) loan program
On April 22, 1992, the Community Development Citizens Advisory
Committee reviewed the Fire Department's request to transfer the
program from loans to grants in the amount of $4,500 and recommended
that the Mayor and Common Council approve the Department's request.

STAFF REPORT
EARTHQUAKE RESISTANT BRACE SYSTEM (EBBS) FOR MOBILEHOMES
On April 3, 1992, the Development Department received a Community
Development Block Grant (CDBG) proposal application from the City Fire
Department to fund the subject program (ERBS) in the amount of
$69,000. The application was reviewed and favorably recommended by the
Community Development Citizen Advisory Committee. The Mayor and Common
Council on June 1, 1992, subsequently approved the ERBS program as a
loan program. This action was taken in concert with forty-three (43)
CDBG applications for fiscal year 1992/1993.
Subsequent to the canvassing of different mobilehome parks to identify
the volume and debt carrying capacity of potential ERBS mobilehome
resident program participants, Fire Department personnel determined
incomes from responding and prospective participants were too low to
amortize and pay off the loans. The review and eligibility criteria
took into consideration whether or not applicants were low and moderate
income, handicapped or households with special needs. Based on the
large number of anticipated small loans, the Fire Department also
concluded it would be too laborious a task and administratively
burdensome to service the loans. Consequently, after some
deliberation, the Fire Department decided to recommend a change in the
program criteria from loans to grants.
Accordingly, the Fire Department formally requested the Development
Department to convert the loan program into a grant program.
Currently, the Department has approval from the Mayor and Common
Council to provide grants up to $4,500 in housing programs. While this
authority would technically resolve the need to switch from a $4,500
loan to a grant, it is still appropriate to alert the Council of the
need for the change and receive approval. In view of this, staff
reviewed the need to make the change, concurred with it and facilitated
the appearance of the Fire Department personnel to advocate the change
before the Community Development Citizen Advisory Committee which
recommended to the Mayor and Common Council approval of the program
modification on April 22, 1993.
Based upon the foregoing, staff recommends adoption of the form motion.
