JCITY OF SAN BERNADWINO - REQUEST FrR COUNCIL ACTION
STAFF REPORT
Southern California is required by the 1991 South Coast
Air Quality Management Plan and the 1992 Federal Attainment Plan
for Carbon Monoxide to develop Transportation Control Measures
(TCM) , in order to reduce the number of vehicle trips. This
action is deemed necessary for the region to meet established air
quality standards .
The Congestion Management Program for San Bernardino
'County, as amended by action of the SANBAG Board of Directors on
4-7--93, requires jurisdictions to commit to certain actions by 6-
30-93 . Also, to adopt a transportation control measure ordinance
by 12-31-93 .
The proposed resolution commits the City of San Bernardino
to develop the local portion of the TCM Program. We anticipate
that several actions to reduce trips will be available, and the
City' s program will select those as necessary to meet our
targeted reduction in trips , with the least impact to the City.
A copy of the document from SANBAG, entitled, "THE SOUTH
COAST TCM SUBREGIONAL IMPLEMENTATION PROGRAM, " is attached for
reference.
We recommend that the City commit to develop a TCM
Program.

1 RESOLUTION NO.
2 RESOLUTION OF THE CITY OF SAN BERNARDINO COMMITTING TO
DEVELOP THE LOCAL PORTION OF THE TRANSPORTATION CONTROL MEASURE
3 SUB-REGIONAL IMPLEMENTATION PROGRAM IN ACCORDANCE WITH THE
REQUIREMENTS OF THE 1991 SOUTH COAST AIR QUALITY MANAGEMENT PLAN
4 AND THE 1992 FEDERAL ATTAINMENT PLAN FOR CARBON MONOXIDE.
5 WHEREAS, both the 1991 Air Quality Management Plan (AQMP)
6 and the 1992 Federal Attainment Plan for Carbon Monoxide (CO
7 Plan) include transportation control measures (TCM' s) for
8 implementation by local governments; and
9 WHEREAS, the California Air Resources Board gave
10 conditional approval to the local government TCM' s in the 1991
11 AQMP pending submission of implementation commitments, additional
12 documentation, and secured funding by the South Coast Air Quality
13 Management District (SCAQMD) and the Southern California
14 Association of Governments (SCAG) no later than July 1 , 1993; and
15 WHEREAS, San Bernardino Associated Governments (SANBAG)
16 is required to provide documentation on local implementation of
17 TCM' s by July 16, 1993 , to support SCAG' s conformity finding for
18 approximately $2 billion in currently unprogrammed local and
19 regional transportation projects; and
20 WHEREAS, the Governing Board of the SCAQMD will implement
21 a backstop rule (Proposed Rule 1504) by January, 1994 , to ensure
22 that local TCM emissions reductions will be achieved; and
23 WHEREAS, the regional actions taken by the SCAQMD would
24 more adversely impact this jurisdiction' s economic vitality than
25 actions taken locally; and
26 WHEREAS, the need for and stringency of regional actions
27 will be determined by the amount of local action taken to achieve
28 the local trip reduction target; and
1 WHEREAS, local implementation of actions to reduce trips ,
2 and designation of a local trip reduction target that reflects
3 the ability of the jurisdiction to reduce trips , would minimize
4 the application of regional actions in this jurisdiction; and
5 WHEREAS, the CO Plan delegates SANBAG the authority and
6 responsibility to designate local trip reduction targets; and
7 WHEREAS, target designation based on each jurisdiction' s
8 ability to reduce trips requires local governments to provide an
9 inventory of actions taken to reduce trips after 1990 and
10 quantification of the effectiveness of all other available local
11 TCM actions to SANBAG by July, 1993, for approval in August,
12 1993; and
13 WHEREAS, the SCAQMD proposes to incorporate the short-
14 term (1994) local trip reduction targets developed through SANBAG
15 into the Handbook on Local Government Implementation of Trip
16 Reduction Ordinances and SCAQMD Proposed Rule 1504 by September,
17 1993; and
18 WHEREAS, the Congestion Management Program for San
19 Bernardino County, as amended by action of the SANBAG Board of
20 Directors on April 7 , 1993 , requires South Coast Air Basin
21 jurisdictions to commit to actions by June 30 , 1993, and to adopt
22 a transportation control measure ordinance by December 31 , 1993 ,
23 as a measure of compliance or risk losing state subvention funds.
24 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO, AS FOLLOWS:

26 SECTION 1 . The City of San Bernardino will participate
27 in developing both a short and long-term local implementation
28 program which SANBAG will incorporate into the TCM sub-regional

I implementation program.
2 SECTION 2 . The City of San Bernardino agrees to prepare
3 a work program to participate in the following activities
4 necessary to develop and implement a short-term TCM sub-regional
5 implementation program by December 31 , 1993 :
6 1 . PARTICIPATE IN THE SANBAG TCM TECHNICAL AND POLICY
ADVISORY COMMITTEES to assist in developing the TCM sub-
7 regional implementation program including, but not
limited to, development of regional implementation
8 actions, refinement of the content and structure of the
local government measures in the TCM sub-regional
9 implementation program, providing input to the regional
agencies, and designation of local TCM performance
10 targets;
11 2 . DEVELOP AN INVENTORY OF ACTIONS which have been taken
since 1987 , including adoption and implementation dates
12 which would achieve quantifiable and enforceable trip
reductions after 1990 and no later than December 31 ,
13 1994;
14 3 . EVALUATE THE POTENTIAL EFFECTIVENESS of all local
government actions contained in the SCAQMD Handbook for
15 Local Government Implementation of Trip Reduction
Ordinances, including transportation demand management
16 and land use measures to be used to designate local trip
reduction targets;
17 4 . IDENTIFY FUNDING AND RESOURCE CONSTRAINTS that need to be
18 overcome to implement local government actions by
December 31 , 1993, as well as the public acceptability of
19 local actions;
20 5 . Assist the SANBAG TCM Advisory Committees to DEVELOP
STRATEGIES TO OVERCOME FUNDING AND RESOURCE CONSTRAINTS
21 as well as to obtain public acceptance of actions;
22 6 . QUANTIFY THE ESTIMATED TRIP REDUCTIONS to be achieved by
the end of 1994 for actions which have , or will be, taken
23 as part of the local implementation program;
24 7 . DEVELOP A LOCAL IMPLEMENTATION PLAN which meets the
federal and/or regional criteria for enforceability,
25 identifying resources, funding, and schedule for
implementation of local actions that have, or will be,
26 adopted as part of the short-term sub-regional
implementation program.

1 8 . DEVELOP A LOCAL MONITORING PROGRAM to monitor
implementation of actions taken locally to reduce trips;
2 9 . Participate with SANBAG and other local jurisdictions to
3 DEVELOP A CENTRALIZED MONITORING PROGRAM to provide
information needed to periodically update the sub-
4 regional transportation model, to track implementation of
local actions which have, or will be, taken as part of
5 both the sub-regional implementation program, and assist
in determining the effectiveness of the actions;

10 . ADOPT AND IMPLEMENT ACTIONS contained in the local
7 implementation program by December 31 , 1993 .
8 SECTION 3 . The City of San Bernardino will participate
9 in the SANBAG TCM Technical and Policy Advisory Committees to
10 work toward a sub-regional consensus on policy and technical
11 input to the Governing Board of the SCAQMD on the development of
12 Rule 1504 .
13 SECTION 4 . The City of San Bernardino will develop a
14 work program to participate in developing the long-term local
15 implementation program which SANBAG will include in the long-term
16 TCM sub-regional implementation program to be incorporated into
17 the 1994 South Coast Federal Attainment Plan for Ozone.
