PROPOSED FISCAL YEAR 1993/1994
ECONOMIC DEVELOPMENT AGENCY BUDGET
The attached proposed Fiscal Year 1993/1994 Economic Development Agency (EDA)
budget is transmitted herewith for your review, consideration and approval.
Its submission mirrors that of the previous years budget in that there are no
significant changes in the Agency's administrative overhead that is at a level
of 3.9% of the total budget which reflects no increase in permanent staff.
This year's budget reflects a number of "fine tuning" adjustments to personnel
resulting in no major funding changes or additional positions. Essentially,
some positions are being deleted and others added to reflect the changing and
more evident needs of the Agency. Illustratively, the Development Division's
(Adi-_:.inistrative Division) position of Development Analyst (Tax Specialist)
would be deleted and changed to the newly created position of
Accounting/Collection Officer. Further, staff is proposing the adoption of a
compressed work week with the measurable benefits of satisfying air quality
standards, greater production and enhanced service to the public.
Southern California, the Inland Empire, and the City of San Bernardino by
extension, has suffered greatly due to the continued economic recession that
has crippled construction, dried up financing resources for projects,
devastated businesses and chopped off existing jobs. Paradoxically, on the
other hand, the Agency has had a number of marked successes. This includes,
but is not limited to, the increasingly popular Court Street Square built to
be a catalyst for downtown revitalization, opening of the Sun Newspaper
facility, and the West Side Shopping Center, all in areas that highlight the
diversity of the City and its needs. Other Agency developments like these and
the large number of pending housing projects bode well for the future and
combine to make the Agency one of the City's most successful "developers" in a
period of economic downturn.
The present financial status of the Agency can be characterized as stable.
Given the prior State of California raid on Agency funds this year (amounting
to 2.3 million dollars) and with little relief of this trend in the future, we
should remain ever viligent about our limited resources. It is important the
Agency focus on Agency goals and objectives that are in harmony with our
redevelopment and community development charge if we are to remain solvent and
capable of carrying out our mission. It is with pleasure and pride I submit
our 1993/1994 budget for your consideration and recommend it be approved as
sub=Litted. During its presentation, staff will provide an overview of the
attached budget.

BUDGET
On June 28, 1993, the Community Development Commission continued the proposed FY
93/94 Agency budget to July 6, 1993. Please bring all budget materials that were
pre-t-iously distributed to you on June 28, 1993.
Below is a detailed explanation of the recommended motions:
Motion A: That the Community Development Commission approve and adopt the Fiscal
year 1993/1994 Economic Development Agency budget as recommended.
This motion provides for the adoption of the proposed budget.
Motion B: RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF
THE CITY OF SAN BERNARDINO AMENDING RESOLUTION NO. 5277
PERTAINING TO THE ESTABLISHMENT OF CERTAIN STAFFING
POSITIONS FOR THE ECONOMIC DEVELOPMENT AGENCY TO
INCLUDE THE DELETION AND ADDITION OF CERTAIN POSITIONS OF
THE ECONOMIC DEVELOPMENT AGENCY.
This resolution provides for the deletion of certain positions within the Agency,
i.e., Development Analyst (Tax Specialist), Loan Officer and two (2) Typist
Clerk III; and adds certain positions and approves job descriptions for
Accounting/Collections Officer, Loan Officer I, Loan Officer II and
Administrative/Records Management Clerk. In addition, this motion includes
the previously approved position of Human Resources Manager, which was
inadvertently left off previous resolutions (but is an approved position).

PERTAINING TO THE ESTABLISHMENT OF COMPENSATION LEVELS
AND SALARY RANGES FOR EMPLOYEES ENGAGED IN ACTIVITIES
FOR THE ECONOMIC DEVELOPMENT AGENCY TO INCLUDE THE
DELETION AND THE ADDITION OF CERTAIN POSITIONS OF THE
ECONOMIC DEVELOPMENT AGENCY.
This resolution incorporates the actions of Motion B and establishes the salary
levels for said positions. Furthermore, this provides for a 5% cost of living
adjustment to all employees of the EDA.

WHEREAS, the City of San Bernardino (the "City") has
' previously caused the restructuring of the Community Development
8 Commission of the City of San Bernardino (the "Commission") in
9 order that the Commission may function more effectively and
efficiently in implementing and carrying out Community Development
10 Programs beneficial to the City; and
11
12 WHEREAS, in connection with the restructuring of the
Commission, the Commission previously adopted its Resolution
13 No. 5277 pertaining to establishing certain positions to staff the
14 Economic Development Agency and approving certain job descriptions
15 in connection therewith; and
16 WHEREAS, the Commission deems it desirable at this time to
17 amend Resolution No. 5277, pertaining to the establishment of
18 certain positions to staff the Economic Development Agency to
include deletions and additions of positions of the Economic
19 Development Agency.
201 NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION, ACTING

JOB DESCRIPTION•
Under the direction of the Senior Accountant, monitor, verify and
reconcile loan collection activities (accounts receivable) of the Agency.
Prepare, monitor and verify the payroll of the Agency and Mall Security
Guards, and prepare and maintain all related reports. Monitor and verify
assessed valuation and tax increment revenues for properties and
developments within redevelopment project areas. Assist in investment
policies and procedures and budget and budget planning actions. Assist
in preparation of community redevelopment law reports, various
professional accounting functions, and Agency wide audits.
SUPERVISION RECEIVED AND EXERCISED:
Receives general direction from the Senior Accountant.
SPECIAL QUALIFICATIONS:
This position requires a thorough knowledge of professional
governmental accounting practices, California redevelopment law and
finance, and Federal/State grant accounting practices. In addition, a
background in contract compliance, investment portfolio management, and
Federal/State Grant Programs is desirable. The position requires a
technical background and an ability to effectuate policies of the
Economic Development Agency in a manner which addresses the concerns of
the public.
EXAP!PLES OF DUTIES:
Duties may include, but are not limited to, the following:
a) Activities relating to the monitoring, maintaining and
reconciliation of all loans receivable of the Agency.
Including, but not limited to: the monitoring of payments
received by the Agency; the issuing of loan statements; the
monitoring of impounds funds received on account, the interest
allocated to those impound accounts, and payments from those
impound accounts; the reconciliation of loan activities; the
monitoring and taking of the necessary steps in loan
delinquencies and foreclosures; the interaction with loan
clients concerning their loan activities; the preparation of
related loan correspondence; the preparation of demands; the
preparation of Agency reports concerning all loan activities;
and, analyzing the loan program and making recommendations
thereto.

b) Preparation, monitoring and reconciliation of all payroll
activities of the Agency. Preparation and monitoring of all
payroll reports, and assistance with payroll inquiries, the
issuance of W-21s, and personnel updates relating to payroll
activities. Analyze the payroll program and make recommendation
thereto.
c) Provide information and technical assistance in matters relating
to investment activities, financial conditions, budget
considerations and financial ability to implement Agency
programs.
d) Cause the preparation of tax increment revenue cash flow
analysis for each redevelopment project area, obtain valid
projections of tax increment growth and identify irregularities
in tax receipts of assessed valuations, and take necessary
corrective actions. Preparation of related reports, and
monitoring of receipts and disbursements to taxing entities,
low/moderate housing funds and fiscal agents.
e) Monitor and assist the expenditure and investment of funding
obtained by the Agency in manners consistent with Agency rules
and regulations, and accounting policies and practices.
f) Assist in the preparation of the Agency's budget and budget
planning activities, including providing technical assistance to
Agency personnel.
g) Perform related duties as necessary or requested.
QUALIFICATIONS:
Knowledge of:
Current accounting theory, principles and practices of governmental
accounting and the application to a wide variety of accounting
transactions and problems; principles of account classification.
Governmental budgeting, bookkeeping and cost accounting.
Current principles and practices of redevelopment law.
Ability to:
Apply generally accepted accounting principles and techniques to
various situations.

MINIMUM EXPERIENCE AND TRAINING REQUIREMENTS:
The minimum combination of experience and training for this position
is as follows:
Education:
A Bachelor's degree or equivalent from an accredited college or
university with major course work in accounting, finance, public or
business administration, or a closely related field.

Under general direction to perform administrative and analytical work
in processing applications for housing rehabilitation loans; to assist in
the implementation of a variety of property and neighborhood programs.
SUPERVISION RECEIVED AND EXERCISED:
Receives direct supervision from the Rehabilitation Coordinator.
SPECIAL QUALIFICATIONS:
This position requires a knowledge of redevelopment and community
development practices and related housing and commercial financing
programs. The position further requires the ability to exercise
independent judgment and authority.
EXAMPLE OF DUTIES•
Duties may include, but are not limited to, the following:
a) Disseminating loan program information to prospective loan
applicants; interviewing loan applicants; verifying information
obtained and preparing applications for financial assistance;
b) Determining applicant's eligibility for loans based upon
established guidelines and recommending loan approval or denial
to Loan Committee;
c) Determining the most appropriate type of loan; computing loan
amounts and terms; preparing loan documents and overseeing
signature of all loan and contract documents; establish working
relationships with title companies and financial institutions,
credit bureaus and public agencies;
d) Preparation of correspondence, reports, program analysis as
