Subject: CONTRACT TRIMMING REQUEST

RECOMMENDATION
It is recommended that a contract for tree trimming, not to exceed
$ 300, 000 be approved and funded by EDA. Attached is a preliminary
list of trees included in the project that were identified by staff
as requiring priority. trimming. The funding source mandates that
only trees located on major streets and within the project area are
eligible.
BACKGROUND
The City's tree inventory is comprised of approximately 150, 000
trees. City tree trimming crews have been reduced, due to budget
constraints, from six to two full time crews. This staffing level
results in an approximate trimming cycle of once every twenty
years. Arborists recommend that parkway trees be trimmed on a
frequency of two to five years (dependent on variety) in order to
control size, promote healthy structure, reduce root damage to
sidewalks/gutters and depreciate liability.
The overall condition of the City's tree inventory is critical. A
backlog of more than three years of citizen service requests for
tree trimming are on file and City crews fall further and further
behind. The City has major liability exposure due to the poor
condition of the tree inventory. Experience has shown that the
potential for personal injury claims against a City warrant the
costs of providing regular maintenance of City owned trees.
In order to correct the tree trimming backlog additional funding
for contract trimming is essential. Additionally, a tree management
system must be implemented. The system is used to track tree
trimming requests, schedule trimming projects, planting and
removals. The purpose of the system is to provide planning

information and maintain important data used for the defense of
claims against the City.
West Coast Arborists, Inc. has agreed to allow a "Piggyback"
approach to a bid submitted to the City of Tustin in February.
Their unit price $39 per tree is extremely competitive. Unit
bidding usually varies from $75 to $150 per tree, however the
contractor specializes in high production block trimming. Block
trimming allows the contractor to trim several hundred trees daily
and lower overhead rates. The bid price does not include random or
complaint trimming that is presently handled by City crews.
Included in the contract, the contractor will provide tree
inventory data that may be incorporated into future tree management
program. Additionally, the contractors references have been
contacted and are favorable.

NOTE:
West Coast Arborists, Inc, has recently been awarded a tree trimming
bid with the City of Tustin (February 16 , 1993) . The vendor has
offered the same schedule of compensation for the same service
to the City of San Bernardino.
This type of purchase is permissable in the Municipal Code under
Section 3 . 04 . 010 (B) 2 which permits the City to award a contract
to a vendor who has been awarded a bid from another government
agency within one year of the City' s issuance of a purchase order.
