In May 1992, the Mayor and Common Council approved a Community
Development Block Grant (CDBG) Agreement for $13,900 for a Fitness
Program for the Highland District Council on Aging, Inc.

MOTION: That the Mayor and Common Council approve and authorize
the Highland District Council on Aging to use remaining
CDBG Fitness Program funds in the amount of $3,418.57 to
purchase a communication system.

STAFF REPORT
Highland District Council on Aging CDBG Fonds
The Highland Council on Aging, Inc. , (Highland Senior Center) was
a awarded Community Development Block Grant (CDBG) finding in the amount
of $13,900 during Fiscal Year 1992/1993. Pursuant to the CDBG
agreement (Resolution No. 92-323), the Highland Senior Center spent
$10,481.43 on its Fitness Program. As a result of competitive bids,
in-kind services and gifts, Highland Senior Center was able to realize
a savings of $3,418.57.
The Highland Senior Center still has a significant need to utilize the
remaining funds ($3,418.57) for the purchase of a communication
system. The need for a communication system was made evident through
the implementation of the Fitness Program. Through the CDBG grant,
funds were used to purchase and place fitness equip-_.ent throughout the
Highland Senior Center's 8,500 square foot facility. The location of
the fitness equipment, as well as the significant increase in
participants, has necessitated a communication system with a public
address system. In order for the Highland Senior Center to operate an
effective program, its needs to direct people to program areas, contact
participants, staff or guests, and communicate with the outside fitness
areas through a public address system.
Highland Senior Center staff had determined that a communication system
with a public address system and a six line telephone will be
approximately $4,000. Staff at Highland Senior Center has indicated
they will add their organization's funds to the remaining CDBG funds to
purchase and install this system.
The purchase of a communication system will assist the Highland Senior
Center in operating an effective program that benefits the Senior
Citizen population of the City of San Bernardino and will not require
an additional outlay of CDBG funds.
Staff recommends adoption of the form motion.
